About this file
This document is a Request for Proposals (RFP) issued by the Texas Workforce Commission (TWC) Vocational Rehabilitation Division (VRD) to establish contracts with qualified private entities, including private for-profit companies, nonprofit organizations, and private colleges and universities, to provide curriculum-based, instructor-led training to TWC-VRD Vocational Rehabilitation (VR) customers with disabilities. TWC seeks proposals from providers that can offer employment-related training and education services, as well as training related to independent living skills, to help VR customers explore, discover, experience, and attain skills that lead to competitive integrated employment. TWC anticipates making multiple awards from this solicitation to ensure VR customers have sufficient and skilled providers to meet their VR needs. Responses are due by July 3, 2023, at 10:00 AM CT, and TWC may renew any resulting contracts for up to four additional one-year terms.
The RFP stipulates that pricing must be firm-fixed for each training and education service, and TWC will issue Service Authorizations (SAs) to purchase training on an as-needed basis for individual VR customers. The RFP does not require Historically Underutilized Business (HUB) subcontracting plans, but TWC requires compliance with the state's HUB program. TWC will evaluate proposals based on criteria such as the proposed fee schedule, training program design, instructor and staff qualifications, and past performance.
