About this file
This document is a sign-in sheet and pre-bid meeting slide deck for RFP783-22013 for a Source-to-Pay E-Procurement System issued by the University of Houston (UH) System. The UH System comprises the largest Texas state institution of higher education, with over 46,000 students across four campuses. The University is seeking proposals for an electronic procurement system that will integrate with its existing PeopleSoft 9.2 ERP/financial system. The scope includes e-sourcing, contract management, e-procurement, analytics, and accounts payable functionality. The system must be a hosted Software-as-a-Service offering. A non-mandatory pre-proposal meeting was held on October 25, 2022, and the RFP includes a 21.1% Historically Underutilized Business (HUB) subcontracting goal. Respondents must submit a completed HUB Subcontracting Plan as part of their proposal. The University reserves the right to change any dates, including the proposal due date.
The RFP indicates that the University is open to contractual arrangements that provide the maximum benefit in terms of system and services, total cost, and project management expertise. Proposers should include all available educational, state, and local government discounts. The University anticipates a timely implementation of the selected solution, including data migration, change management, and ongoing support.
