About this file

This document is an addendum to an open enrollment issued by the Texas Department of Family and Protective Services (DFPS) on behalf of the Health and Human Services Commission (HHSC) for Out-of-State Adoption Services. The open enrollment seeks qualified applicants to enter into contracts that ensure the safety, permanency, and well-being of children who cannot return to their families. The addendum provides revisions to requirements, including changes to the point of contact, home screening procedures, adoption competency training, and the use of the Non-DFPS Adoptive Home Registration Form 2238. The open enrollment is applicable statewide, with specific jurisdictions including Travis County and various areas within the city of Austin.

The open enrollment outlines performance measures, with the numerator revised to focus on the total number of disrupted placements at the end of the reporting period. Pricing terms, set-asides, and funding details are not provided in the addendum, but the open enrollment seeks to establish contracts with qualified applicants to provide the required out-of-state adoption services.
