About this file

This is Addendum No. 1 issued by the Texas Department of Agriculture (TDA) for RFP No. 551-20-01064 for HDM Monitoring services. The addendum extends the proposal due date from June 1, 2020 to June 18, 2020, with responses now due by 3:00 PM Central Time on June 18, 2020. The addendum clarifies requirements around CPA licensing, noting that work must be performed by licensed accountants who will develop and conduct comprehensive monitoring of HDM Program Grantees. The project requires a Project Lead with 7 years of experience conducting comprehensive performance reviews of governmental and 501(c)(3) non-profit organizations that receive state funding.

The addendum provides several clarifications, including that the "Exhibit P" HUB Subcontracting Plan should be labeled as Exhibit W, and that electronic/faxed submissions will not be accepted unless approved by the lead buyer due to transportation/delivery disruptions. While respondents can take exceptions to terms and conditions, signing the proposal indicates acceptance of the requirements, with exceptions to be reviewed at time of award. The addendum also clarifies that respondents should include a description of their monitoring plan approach, with additional grantee details to be provided to the selected vendor for finalizing the plan.
