About this file

This Request for Qualifications (RFQ) document solicits statements of qualifications from Architect/Engineer (A/E) firms for the Domestic Water Well #6 Upgrade project at Texas A&M University in Bryan, Texas, issued by the Texas A&M University System Office of Facilities Planning & Construction on behalf of the Board of Regents and Texas A&M University. The project involves the redrilling and replacement of Well #6, originally constructed in 1960, which is one of the University's highest-producing groundwater assets but is operating below expected performance efficiency due to diminished hydraulic capacity and increased regional aquifer stresses. Project scope includes construction of a new 24-inch Simsboro replacement well; installation of a 1,000-HP, 4,160-V vertical turbine pump; electrical upgrades including medium-voltage transformation, switchgear, protective relays, and conductors; a new emergency generator with load bank connection; a reinforced pump pad; cooling tower; SCADA and communications integration; and required civil and site work. Upon commissioning, the existing Well #6 will be plugged, abandoned, or reclassified per Brazoria Valley Groundwater Conservation District (BVGCD) requirements. An optional pre-response site visit is scheduled for 10:30 a.m. on November 13, 2026, at 2951 Luza Lane, Bryan, Texas 77807. Qualifications submissions must be uploaded to e-Builder by 2:00 p.m. CST on Tuesday, December 1, 2026, with the Owner potentially selecting the top three or more ranked respondents for interviews. Questions should be directed to Andrew Lange at the Texas A&M University System Office of Facilities Planning & Construction via phone at (979) 458-7003 or email at alange@tamus.edu.

The planning amount for the project is $20,640,000, which includes an Amount Available for Construction Contract (AACC) of $17,389,893, with fees, furnishings, other work, miscellaneous expenses, and contingencies comprising the remaining balance. The project requires compliance with BVGCD, Texas Commission on Environmental Quality (TCEQ), and Texas Department of Licensing and Regulation (TDLR) requirements. Respondents are required to submit a State of Texas Subcontracting Plan (SP) form, and the Texas A&M University System Office of Procurement & Business Services has provided a tutorial video to assist with accurate completion of this form. All RFQ package documents must be accessed and responded to exclusively through the provided e-Builder link, and all addendums will be posted within e-Builder rather than on the ESBD posting. Vendors are advised not to share the direct URL from the web browser once e-Builder is accessed; only the official tinyurl link should be shared with potential bidders.

RFQ-02-3487 – Request for Qualifications Domestic Water Well #6 Upgrade

Texas A&M University– Bryan, Texas

The Texas A&M University System Office of Facilities Planning & Construction (FP&C), on behalf of the Board of Regents of The Texas A&M University System (Owner) and Texas A&M University, is soliciting statements of qualifications for selection of an Architect/Engineer (A/E) firm for the Domestic Water Well #6 Upgrade project at Texas A&M University (#02-3487) located in Bryan, Texas in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (RFQ).

Texas A&M University Facilities & Energy Services proposes the redrilling and replacement of existing Well #6, originally constructed in 1960. Well #6 is one of the University's highest-producing groundwater assets and is essential to meeting campus operational demand. Performance testing confirmed the existing well is operating below its expected pump curve, indicating diminished hydraulic efficiency, while increased regional pumping stresses within the Simsboro Aquifer are expected to accelerate water-level declines near the well.

The project includes construction of a new 24-inch Simsboro replacement well designed to meet BVGCD, TCEQ, and TDLR requirements; installation of a 1,000-HP, 4,160-V vertical turbine pump; electrical upgrades including a new medium-voltage transformation package, switchgear, protective relays, conduit, and conductors; and a new emergency generator with load bank connection.

Additional work includes a reinforced pump pad, cooling tower, SCADA and communications integration, electrical improvements, and required civil/site work. Upon commissioning, the existing 1960 Well #6 will be plugged and abandoned or reclassified in accordance with BVGCD requirements.

An optional pre-response site visit will be held at 10:30 a.m. on November 13, 2026, at 2951 Luza Lane, Bryan, Texas 77807, for firms that would like to visit the site before submitting their final response.

The planning amount for the project is $20,640,000, which includes an Amount Available for Construction Contract (AACC) of $17,389,893. Fees, furnishings, other work, miscellaneous expenses, and contingencies make up the balance of the Planning Amount.

This RFQ is the first step in the process for selecting a firm. The RFQ provides the information necessary to prepare and submit Qualifications for consideration by the Owner. The Owner may select the top three (3) or more of the top ranked qualified respondents to present their qualifications during an interview.
