About this file
This is a Request for Proposal (RFP) issued by the Texas Education Agency (TEA) for Restaurant and Catering Services. The RFP seeks qualified vendors to provide comprehensive food service operations including meal preparation, catering services, and related culinary support. The proposal outlines requirements for full-service restaurant and catering operations with specifications for menu development, food quality standards, and service delivery across multiple locations. Interested bidders must submit responses by the specified deadline, with evaluation criteria including vendor experience, operational capability, food safety certifications, and service quality metrics. The contract will be awarded to the most qualified vendor(s) meeting the stated requirements, with the initial contract term extending for a defined period with options for renewal to ensure continuity of food service operations.
Pricing submissions must include detailed cost breakdowns for food service operations, labor, equipment, and ancillary services with transparent fee structures. The RFP may include set-asides for small or disadvantaged businesses as applicable under Texas procurement regulations. Any incumbent vendor information and current service levels are documented for reference. Funding for this contract derives from the agency's operational budget allocated for food service and catering operations. Vendors must demonstrate financial stability, appropriate licensing and insurance coverage, and compliance with food service regulations including health department requirements and food handling protocols. Additional considerations include vendor capacity to scale operations, menu flexibility to accommodate dietary restrictions and preferences, and commitment to sustainable or locally-sourced procurement practices where feasible.
