About this file

This document is an exhibit from the Texas Department of Public Safety (DPS) solicitation package providing vendor information and instructions for submitting responses through the DPS Online Bid Room. The exhibit outlines the procedures for vendors to participate in state contracting opportunities, including optional electronic submission capabilities. Vendors must review the complete solicitation package, including all exhibits, before submitting responses in the form and manner specified. All solicitation responses must be submitted by the response due date and time identified in the solicitation package, with late submissions not accepted. The document emphasizes that adherence to specified submission requirements is mandatory, and failure to comply may result in disqualification from consideration.

The DPS Online Bid Room operates as a two-step registration process, requiring vendors to first register at the designated portal to receive login credentials within two business days, then use those credentials to access solicitation opportunities and submit responses electronically. The document provides multiple resources to assist vendors, including a vendor tutorial, user guide, frequently asked questions, and vendor support contact information. Notably, the document specifies that technical difficulties encountered through the optional Online Bid Room system do not constitute grounds for protesting a contract award, and that electronic submissions receive automatic confirmation through the system, eliminating the need for additional receipt confirmation. Vendors are advised to allow adequate time for the registration process to ensure timely bid submission.
