About this file

This document is a vendor information guide issued by the Texas Department of Public Safety (DPS) for submission of solicitation responses through the DPS Online Bid Room system. The guide outlines the optional electronic submission process for vendors responding to state solicitations, including the two-step registration and access procedure. Vendors must register at the DPS Online Bid Room portal, which can require up to two business days for credential issuance, before they can access solicitation opportunities and submit electronic responses. All responses must be submitted in the form and manner specified in the individual solicitation package by the stated response due date and time, with late submissions not accepted. The document emphasizes that adherence to solicitation package requirements is mandatory, and failure to comply may result in vendor disqualification.

The document clarifies that use of the DPS Online Bid Room is optional and does not exempt vendors from standard solicitation requirements and terms. Vendors should thoroughly review the complete solicitation package, including all exhibits, prior to submission. The guide provides resources to assist vendors in navigating the system, including a vendor tutorial, user guide, and frequently asked questions, along with contact information for technical support. Importantly, technical difficulties experienced through the optional online submission system do not constitute grounds for protest of contract awards. Upon successful submission through the DPS Online Bid Room, vendors receive automatic confirmation of receipt through the system, eliminating the need for additional confirmation documentation.
