The notice outlines Texas law requirements mandating that any person or entity contracting or seeking to contract with PJC for the sale or purchase of property, goods, or services must file a Conflict of Interest Questionnaire (CIQ) under specified circumstances. A vendor must file a completed CIQ if the vendor has a business relationship with PJC and either: (1) has an employment or other business relationship with a local government officer of PJC or a family member of that officer as described by Local Government Code Section 176.003(a)(2)(A); (2) has given a local government officer or family member one or more gifts meeting the aggregate value specified by Local Government Code Section 176.003(a)(2)(B); or (3) has a family relationship with a local government officer. "Local government officer" is defined as a member of the governing body, a director, superintendent, administrator, president, or other executive officer, or an agent who exercises discretion in planning, recommending, selecting, or contracting of a vendor.

Updated questionnaires must be filed within seven business days of any event that makes a prior statement incomplete or inaccurate. The CIQ form is available on the Texas Ethics Commission website at https://www.ethics.state.tx.us/data/forms/conflict/CIQ.pdf, and completed forms should be submitted to the PJC Purchasing Department via email at jmahana@parisjc.edu or by mail to 2400 Clarksville Street, Paris, Texas 75460. The notice lists current local government officers including nine Board of Regents members and eight administrative officers, with PJC noting that vendors are responsible for verifying the most current officer listing at the time of contracting.
