About this opportunity

Paris Junior College is requesting proposals for a Nursing Education Assessment, Evaluation and Preparation Platform, with proposals due September 30, 2026 at 1:00 p.m. CST and an anticipated award date of October 26, 2026. The platform must support nursing students longitudinally from program entry through graduation and licensure, with primary goals of enhancing clinical judgment, tracking academic progression, providing adaptive remediation, and maximizing first-time pass rates on NCLEX-RN/PN examinations.

Required capabilities include curriculum support with content modules mapped to AACN Essentials and NCSBN NCLEX test plans; standardized proctored assessments with nationally normed benchmarks; adaptive quizzing and automated remediation; digital simulation and Next-Generation NCLEX item types; faculty analytics and predictive dashboards; and post-graduation capstone and live NCLEX review courses. The vendor must operate a cloud-based, centralized portal with 99.9% uptime.

Minimum qualifications are five years of experience providing comprehensive nursing education assessment systems to accredited institutions and demonstrated psychometric validation data for all standardized benchmarks and predictive exams. Bidders must provide three client references from educational institutions within the past five years and disclose HUB status.

Bidders must submit distinct pricing quotes for both an Institutional-Pay Model (annual/semester licensing invoiced to the school) and a Student-Pay Model (direct student purchase or bookstore vouchers), with all-inclusive fee structures covering software access, textbooks, live reviews, simulations, and faculty training with no hidden per-test or registration fees. The initial contract term runs for fiscal year 2026–2027 (ending August 31, 2027), with options to renew for up to four additional one-year periods at the College's sole discretion, not to exceed five years total.

Evaluation criteria are purchase price (20 percent), vendor reputation (15 percent), quality of goods or services (20 percent), extent to which services meet institutional needs (20 percent), past relationship with the institution (10 percent), impact on compliance with historically underutilized business and disability procurement (5 percent), total long-term cost (5 percent), and other relevant factors (5 percent). Vendor questions are due September 23, 2026, with answers posted by September 25, 2026. Vendors must file a Conflict of Interest Questionnaire with PJC no later than the seventh business day after beginning discussions or submitting written correspondence.
