About this file

This is a Proprietary Purchase Memo from the Texas Lottery Commission requesting software maintenance and support services for the MIP Fund Accounting System. The memo, dated August 8, 2026, and approved by Executive Director Courtney Arbour, documents the agency's intent to procure these services under Texas Administrative Code 140.101 et seq. The Texas Lottery requires continued support of the legacy MIP system for historical accounting and auditing purposes following the agency's conversion to the CAPPS financial modules effective September 1, 2025, in compliance with Senate Bill 3070. The procurement covers software maintenance and services for fiscal year 2027, with no specified end date or renewal options mentioned in the documentation.

The services will be purchased directly from Momentive Software, the parent company of Abila, as the reseller program has been discontinued and maintenance is available exclusively through this vendor. Payment will be made payable to Abila. This proprietary purchase is justified based on the sole-source availability of the software maintenance and support services, as Momentive Software/Abila holds exclusive rights to provide MIP system support. No pricing information, set-asides, or specific funding amounts are detailed in the memo. The purchase represents a continuation of necessary legacy system support during the transition period until the MIP system can be fully decommissioned.

Re: Proprietary Purchase – Software Maintenance and Support Services for MIP Fund Accounting System

Pursuant to 16 Tex. Admin. Code §140.101, et. seq., this memo to the file is for the proprietary purchase of software maintenance and support services for the MIP Fund Accounting System (formerly Abila MIP). The agency uses MIP as an internal financial accounting system.

Previously, the Department of Information Resources (DIR) maintained software maintenance and professional support contracts for MIP with Ziegner Technologies.

However, with the implementation of a centralized accounting system (CAPPS) by Comptroller of Public Accounts, DIR discontinued the MIP maintenance and support contracts. In addition, this software maintenance and support is only available through Community Brands/Abila as they have disbanded their business partners’ reseller program, and any maintenance and support must be purchased directly.

In response to Senate Bill 3070 (89th Regular Session), the Texas Lottery was converted to the CAPPS financial modules already in use by Texas Department of Licensing and Regulation (TDLR) beginning September 1, 2025. However, support of the MIP system is required for historical accounting and auditing purposes for the Texas Lottery program until such time as the MIP system can be fully discontinued.

We are requesting to purchase software maintenance and support services for the MIP Fund Accounting System from Momentive Software (formerly Community Brands).

Momentive Software is the parent/branch company of Abila. Payment for this software maintenance and support will be made payable to Abila.
