About this file

This is an Invitation for Bid (IFB) issued by the Texas Department of Insurance (TDI) Purchasing and Contract Administration Program for an online event registration system. TDI is soliciting bids for a Tradeshow Multimedia Annual License Fee with comprehensive maintenance and support services. The requested service must provide unlimited online event registrations, secure and encrypted PCI-compliant payment processing, automated personalized email communications, and real-time reporting capabilities including registrant details, revenue activity, surveys, unsubscribed emails, and abandoned registrations. The system must support integration with the Texas Comptroller of Public Accounts' Uniform Statewide Accounting System/Treasury, accommodate multiple merchant numbers, and enable post-event surveys and multi-event creation and tracking. The bid submission deadline is September 11, 2026, at 3:00 PM Central time, with responses to be sent to Amy Cole at Contracts@tdi.texas.gov. The contract term is for 12 months, with pricing valid for a minimum of 30 days from submission.

Vendors must provide unit pricing and extension calculations on the bid form, with all associated charges included. The selected respondent will be responsible for payment gateway costs and must meet federal compliance requirements, including certification that neither the vendor nor its holding companies or subsidiaries are listed in Section 889 of the 2019 National Defense Authorization Act or Section 1260H of the 2021 National Defense Authorization Act, or owned or controlled by entities from countries on the U.S. Department of Commerce's foreign adversaries list. Vendors are encouraged to review TDI's Purchase Order Terms and Conditions prior to bidding. The procurement may result in a TDI Purchase Order, and TDI reserves the right to accept bids from all qualified respondents, though the specifications are advertised under Section 2155.067 of the Texas Government Code, which allows for proprietary product specification.
