About this file
This is an Open Enrollment solicitation document issued by the Texas Workforce Commission (TWC) for Assistive Technology (AT) Services for Customers with Visual Impairments. The solicitation seeks qualified service providers to deliver AT baseline and post-training assessments, AT evaluations, and AT training to vocational rehabilitation (VR) customers throughout Texas who are blind or have significant visual impairments. The open enrollment period commenced on August 7, 2026, with applications due by February 4, 2027, at 10:00 a.m. CST. This is a statewide opportunity covering all Texas counties, and applicants must meet all requirements outlined in the solicitation to be eligible. No bidder's conference or site visits are specified. Contract awards will be made on a rolling basis as qualified applications are approved throughout the enrollment period, with contracts commencing on the fully executed date and expiring five years thereafter. TWC reserves the right to close the solicitation prior to the published deadline if sufficient applications are received.
Payments to providers will be based on the Fee Schedule detailed in Chapter 9 of the VR Standards for Providers Manual upon completion of all service requirements. TWC makes no guarantee of volume, usage, or total compensation to any awarded provider and reserves the right to cancel or decline to award contracts at its sole discretion. Providers must maintain required insurance as specified in the VR-SFP Manual Chapter 3, complete background checks on all staff interacting with VR customers, and comply with all applicable federal and state laws and regulations. Service authorizations issued by TWC will specify the type of service, quantity, start date, end date, and associated fee. The contract is contingent upon continued funding availability and may be terminated if no expenditures occur during a twelve-month period. All applications must be submitted electronically through the TWC Procurement Portal in PDF format with proper naming conventions; applications submitted by any other method will not be accepted.
