About this file

This is a price schedule document for a state contract opportunity issued by the Texas Department of Transportation (TxDOT) for Moxa networking equipment, identified as Solicitation No. 601440000053527. The solicitation requests pricing for Moxa Layer 2 managed field switches, power supplies, and various SFP gigabit optics modules with distances ranging from 300 feet to 80 kilometers. Respondents are required to provide quantities of 200 units each for seven commodity line items, including the EDS-510E-3GTXSFP-T managed field switch, NDR-120-24 power supplies, and multiple SFP transceiver models (SFP-1GTXRJ45-T, SFP-1GLXLC-T, SFP-1GLHLC-T, SFP-1GZXLC-T, and SDS-3008 field switch). The price schedule document contains multiple worksheets requiring respondents to provide complete pricing across implementation and transition, licensing, maintenance and support, personnel rate cards, optional offerings, and commodities sections.

Pricing submissions must be provided in Excel format and include all costs necessary for delivery, installation, and functionality of the equipment, with costs quoted FOB destination including all shipping, freight, and handling expenses. Respondents must also identify applicable DIR (Department of Information Resources) contract numbers and provide fully burdened rates for any proposed personnel services. The solicitation emphasizes that all pricing must be complete and independently evaluable without reliance on undisclosed assumptions or clarifications, with failure to provide complete pricing for all required items potentially resulting in rejection. Additional optional offerings, modules, add-ons, and alternative solutions may be proposed in designated worksheets but cannot be used to substitute for required pricing items. Respondents must disclose all assumptions, exclusions, dependencies, and conditions affecting pricing, including maintenance, support, hosting, third-party tools, backup, and monitoring costs where applicable.

AllPRICE SCHEDULE INSTRUCTIONS AND SUMMARY
All
AllINSTRUCTIONS TO RESPONDENT:
DIR• All items quoted in the Pricing Schedule must be available under Respondent’s applicable DIR contract. Respondent must identify the applicable DIR contract number in the designated field below.
All• Respondent must complete all respondent contact information fields in the designated area at the bottom of this worksheet. This information must identify the legal entity submitting the Response and the primary contact authorized to respond to questions regarding the Response.
All• The Pricing Schedule consists of multiple worksheets/tabs. Respondent must complete all worksheets and required fields and must price all required items. Failure to provide complete pricing for all required items may result in the Response being deemed incomplete, unclear, not independently evaluable, non-responsive, and/or rejected from further consideration.
All• The Instructions and Summary worksheet contains general instructions applicable to the entire Pricing Schedule. Worksheet-specific instructions are intended to supplement, not replace, the general instructions.
AllPRICING SCHEDULE STRUCTURE
All• The Pricing Schedule includes the following worksheets:
All○ Instructions and Summary
All○ Implementation and Transition
All○ Licensing, Maintenance, Support
All○ Personnel Rate Card
All○ Optional Offerings
All○ Commodities
AllDEFINITION OF COMPLETE PRICING
All• For purposes of this Pricing Schedule, “complete pricing” means pricing that:
All○ Includes all goods, services, labor, materials, licenses, tools, dependencies, and supporting elements required to fully deliver, implement, operate, and support the proposed solution;
All○ Identifies all assumptions, exclusions, dependencies, and conditions;
All○ Allows TxDOT to determine total cost of ownership without reliance on undisclosed assumptions, unpriced items, or material clarification; and
All○ Does not require any additional unpriced items to achieve full functionality, operability, or compliance with solicitation requirements.
AllGENERAL PRICING REQUIREMENTS
All• Respondent must provide complete pricing for all items requested in Section I of each worksheet. This requirement may be satisfied by either: (a) pricing the requested items in Section I, or (b) providing a complete alternative or substitute solution in Section II, if Section II is available for that worksheet.
All• If Respondent elects not to complete Section I for a worksheet, Respondent must provide a written explanation and include complete pricing for all requested items through equivalent or substitute offerings in Section II.
AllSECTION II – ALTERNATIVE OR SUBSTITUTE PRICING
All• Section II is reserved for complete alternative or substitute pricing that is intended to meet the requirements of the corresponding Section I items. Section II must not be used solely to list optional modules, add-ons, additional offerings, or future offerings that are not necessary to meet the requirements of Section I.
All• If Section II pricing does not fully map to, replace, or satisfy all applicable Section I requirements, the Response may be deemed incomplete, not independently evaluable, or non-responsive.
AllOPTIONAL OFFERINGS
All• Additional or optional modules, add-ons, service tiers, features, suite components, integrations, tools, commodities, equipment, third-party products, premium support, support options, or other optional offerings available to TxDOT must be identified and priced in the Optional Offerings worksheet.
All• Optional offerings are supplemental only, are not required for the proposed solution to meet the requirements of this solicitation, and will not be evaluated unless expressly stated otherwise in the solicitation. TxDOT may, but is not obligated to, purchase any optional offering during the contract term.
All• Optional offerings will not be considered a substitute for required pricing items unless expressly approved in writing by TxDOT.
AllCOST COMPLETENESS AND DISCLOSURE
All• Pricing must include all costs necessary to meet the requirements of this solicitation, including:
All○ Interfaces and integrations
All○ Configuration and customization
All○ Licensing and tools
All○ Training and support
All○ Shipping and handling
All○ Commodities and equipment
All○ Third-party or pass-through costs
All• Any item required to support the proposed solution must be priced, even if not listed as a separate line item.
All• If a cost is included elsewhere, Respondent must identify the applicable line item and provide sufficient detail describing what is included.
All• Respondent must not use “included,” “bundled,” or similar terms without identifying the associated pricing and assumptions.
AllZERO DOLLAR ($0) PRICING
All• Any List Price of $0 must include a detailed explanation below the applicable pricing table. The explanation must reference the applicable line-item number.
AllINDEPENDENT EVALUATION REQUIREMENT
All• Pricing must be sufficiently detailed, structured, and transparent so that TxDOT can evaluate each line item independently without requiring clarification, assumptions, or interpretation.
AllTXDOT RIGHTS AND COMPATIBILITY REQUIREMENTS
All• TxDOT reserves the right to determine whether any proposed alternative solution, substitute offering, optional item, service tier, commodity, labor category, pricing model, or pricing structure sufficiently meets TxDOT’s operational, technical, security, functional, performance, compatibility, interoperability, testing, and business requirements.
All• Proposed alternative solutions or substitute offerings must be fully compatible with TxDOT’s existing software, network environment, systems, workflows, equipment, security requirements, and any test procedures identified in this solicitation, without material modification to TxDOT’s environment unless expressly approved in writing by TxDOT.
All• TxDOT may reject any proposed alternative solution, substitute offering, optional item, service tier, commodity, labor category, pricing model, or pricing structure that, in TxDOT’s sole discretion, fails to meet required functionality, performance, compatibility, interoperability, security, operational needs, response-time needs, testing requirements, or that introduces unacceptable risk, complexity, schedule impact, support burden, or cost to TxDOT.
AllCOST OMISSIONS
All• TxDOT will not be responsible for additional costs, schedule impacts, or change orders associated with omitted, underestimated, unpriced, or undisclosed items, including items related to a proposed alternative solution or substitute offering, unless TxDOT provides written approval through an authorized contract modification.
AllPRICE FIRMNESS
All• All quoted prices, discounts, and rate structures must remain firm-fixed for the life of the contract unless TxDOT provides written approval through an authorized contract modification.
