Addendum No. 1 to RFP 26-32 Utility Billing and Mailing Services
This is Addendum No. 1 to Request for Proposal 26-32 issued by the City of Huntsville, Texas, for utility billing and mailing services. The scope encompasses monthly mailing of approximately 9,650 regular utility bills and 1,950 delinquent notices, with services including bill printing, folding, inserting, and mailing. The City will provide raw data files via Incode export through SFTP, and the selected vendor must complete the first production run within 30 days of award. The original solicitation closing date is August 20, 2026, at 2:30 P.M. Central Standard Time, with the current contract expiring September 30, 2026. The addendum addresses 51 questions and answers that clarify specification and operational requirements, including file formats, postage responsibilities, archive requirements, and turnaround timelines.
Pricing shall be submitted on a per-unit basis with all miscellaneous fees included. The current incumbent vendor is Matrix Imaging Solutions LLC, with current annual costs of approximately $100,500.00. The City currently pays postage directly to the incumbent vendor at rates of $0.64 per piece for regular bills and $0.67 per piece for delinquent notices. The vendor will apply postage under its permit, and the City will advance-fund postage prior to each mailing. Bills are single-page documents printed on 22# paper with 92-98 brightness, and monthly inserts vary depending on quarterly requirements. The vendor is responsible for a 24-hour turnaround from file upload (between 8 a.m. and 5 p.m.) with liquidated damages of $1,000 per calendar day assessed only when delays result from vendor fault. The City maintains responsibility for returned mail, and the vendor must maintain a 12-month online archive accessible to City staff. All respondents must acknowledge receipt of this addendum in their bid submission.
