About this file
This is a fee schedule attachment (Attachment A) for RFP 2026-P08, a Disaster Recovery – Debris Monitoring Services solicitation issued by a Texas county. The RFP requests comprehensive debris monitoring services with staffing organized across multiple billing categories. Section A specifies eight core positions with estimated project hours: On-Site Project Manager (112 hours), DMS and Field Supervisors (336 hours), Field Monitors (4,200 hours), DMS and Tower Monitors (840 hours), GIS Specialist (40 hours), Data Manager (40 hours), Billing/Invoice Analysts (40 hours), and Data Entry/Administrative Staff (250 hours). The county requires an on-site response within 12 hours of notification at the County EOC and commencement of work within 24 hours of the Notice to Proceed. Section B allows contractors to propose additional staff positions not listed in Section A, while Section C permits optional staff positions that may be requested by the county at its discretion.
Pricing for all positions must include hourly labor rates that encompass all applicable overhead, profit, lodging, meals, and transportation. Contractors must guarantee that proposed prices are no higher than those charged to their most favored customers for the same or substantially similar services. The fee schedule requires contractors to detail all costs in the specified format and provide total estimated costs across Sections A and B. Price adjustments for Years 2–4 are permitted but may not exceed the annual Consumer Price Index (CPI), with contractors able to either propose a specific percentage adjustment or elect to use CPI-based adjustments. The document notes that estimated hours shown are for evaluation purposes only and do not represent actual or anticipated contract volumes.
