About this file
This document is an informational exhibit from the Texas Department of Public Safety (DPS) regarding submission procedures for the DPS Online Bid Room, a voluntary electronic platform for vendors to review solicitation opportunities and submit responses. The exhibit provides detailed instructions for accessing the system, emphasizing that vendors must complete a two-step registration process: first registering as a vendor at the designated portal to receive login credentials within two business days, and then using those credentials to access solicitation opportunities and submit electronic responses. Vendors are advised to allow sufficient time for registration to meet response deadlines, as late submissions are not accepted. The document clarifies that while use of the DPS Online Bid Room is optional and subject to all solicitation requirements, technical difficulties or delays in the registration process do not constitute grounds for protesting a contract award. Vendors are directed to review the complete solicitation package, including all exhibits, before submitting responses and are instructed to address any questions to the point of contact identified in the solicitation package.
The exhibit provides contact information and resource materials to assist vendors in navigating the system, including links to a vendor tutorial, user guide, frequently asked questions, and vendor support contact information. Submissions made through the DPS Online Bid Room receive automatic confirmation through the system, eliminating the need for additional confirmation of receipt. The document emphasizes that adherence to all requirements specified in the solicitation package is mandatory, and failure to comply with submission requirements may result in disqualification of the response.
