This is a specifications document for solicitation number 582-27-16892 issued by the Texas Commission on Environmental Quality (TCEQ) for annual maintenance and support services of the Thermo Fisher Scientific SampleManager LIMS system. The TCEQ seeks complete maintenance and support services covering ten SampleManager user licenses, two external data read-only licenses, one Integration Manager base license supporting three instruments, two instrument connection licenses allowing up to five instruments each, one SampleManager SQC module instance license, one Data Manager license, and one concurrent user license. The contract term is one year with potential for extension by written agreement. Vendor responsibilities include providing a comprehensive annual maintenance and support plan with scheduled preventative maintenance activities, software subscription patches and updates at no additional charge, full technical support via telephone and email during normal business hours (8:00 am to 5:00 pm Central Standard Time) with extended hours for severity 1 requests, help desk services in real time, and FTP file transfer support. The vendor must also support migration to an upgraded Microsoft SQL Server 2012 R2 platform and maintain current operation on Microsoft SQL Server 2008 R2 with SampleManager version 11.2 service pack 2 on Windows 10 Enterprise 64-bit desktop clients.
The vendor must provide all necessary computer hardware, software, and equipment required to perform maintenance services and must be authorized to issue SampleManager user licenses and instrument connection licenses. Acceptance criteria require complete sequential testing of all LIMS modules and subsystems, full operational status at the TCEQ Austin Laboratory, functioning integrated subsystems, proper external system interfaces, personnel training with documentation, and correction of all discovered problems. The TCEQ will maintain ownership of all equipment and software associated with the LIMS and will provide staff to communicate with the vendor regarding repairs. The specification document does not include information regarding pricing, set-asides, incumbent vendors, funding sources, or specific bid submission deadlines.
