About this file

This file is a vendor information exhibit from the Texas Department of Public Safety (DPS) detailing submission procedures for the DPS Online Bid Room, an optional electronic platform for responding to state solicitations. The document outlines the two-step registration process required to access the system: vendors must first register at the DPS Online Bid Room portal to receive login credentials, which can take up to two business days, and then use those credentials to access solicitation opportunities and submit responses electronically. All solicitation responses must be submitted in the form and manner specified in the individual solicitation package on or before the stated response due date and time. The document emphasizes that adherence to solicitation package requirements is mandatory, as failure to comply may result in disqualification. Vendors are advised to allow sufficient time for the registration process to meet bid deadlines, as late submissions are not accepted.

The document clarifies that use of the DPS Online Bid Room is entirely optional and subject to all terms, conditions, and requirements applicable to alternative submission methods. Technical difficulties or issues related to the optional electronic submission system do not provide grounds for protesting a contract award. Successful submissions through the Online Bid Room receive automated confirmation through the system, eliminating the need for additional receipt confirmation. The exhibit includes references to supporting resources, including a vendor user guide, tutorial video, frequently asked questions document, and dedicated vendor support contact information to assist prospective bidders in navigating the registration and submission process.
