About this file
This is a Construction Manager at Risk (CMAR) Request for Proposals issued by the Texas A&M University System Office of Facilities Planning & Construction on behalf of the Board of Regents and Texas A&M University for the Reynolds Medical Sciences Building Level 2 HVAC Upgrade project in College Station, Texas. The project involves modernizing mechanical systems on the second floor to improve ventilation performance, support laboratory safety, and ensure long-term operational reliability. The scope includes replacing and modifying existing air-handling units to provide 100% outside air, installing a new laboratory exhaust system with rooftop exhaust fans and duct distribution, modifying the thermal distribution system, installing new laboratory controls, and replacing ceiling grids and tiles. The work will incorporate vertical exhaust risers routed through mechanical chases extending from Level 2 through Levels 3 and 4 to the roof. Because the building must remain operational during construction, a detailed phasing plan will be developed to minimize disruption to research and instructional activities. The proposal deadline is 2:00 p.m. CDT on Thursday, August 6, 2026, with submissions required through the eBuilder platform. The RFP process follows Texas Education Code 51.782(e) and may include interviews at the Owner's discretion. Respondents will be ranked based on best value criteria as published in the selection guidelines.
The Planning Amount for the project is $12,700,000, with an Amount Available for Construction Contract (AACC) of $10,365,753. The remaining funds cover fees, furnishings, other work, miscellaneous expenses, and contingencies. The RFP requires CMAR firms to provide pre-construction services including constructability guidance, cost estimates, and construction schedules; submit a Guaranteed Maximum Price (GMP); and perform complete construction services. All RFP package documents must be accessed and responded to within eBuilder using the provided link. Addendums will be posted on the eBuilder site only, not on the ESBD posting. Inquiries regarding the RFP should be directed to Josh Glaze at the Texas A&M University System Office of Facilities Planning & Construction at (512) 375-0070 or jglaze@tamus.edu.

The Texas A&M University System
RFP-02-3484 - CMAR Request for Proposals
Reynolds Medical Sciences Building Level 2 HVAC Upgrade
Texas A&M University
College Station, Texas
The Texas A&M University System Office of Facilities Planning & Construction (FP&C) on behalf of the Board of Regents of
The Texas A&M University System (Owner) and Texas A&M University, is accepting proposals for the selection process to enter into a contract with a Construction Manager at Risk (CMAR) firm to provide pre-construction services such as constructability guidance, cost estimates, and construction schedules; provide a Guaranteed Maximum Price (GMP); and perform complete construction services consistent with the CMAR construction delivery process as utilized by The Texas A&M University System for the Reynolds Medical Sciences Building Level 2 HVAC Upgrade (#02-3484) for Texas A&M University in College Station, Texas.
The Reynolds Medical Sciences Building Level 2 HVAC Upgrades project will modernize the mechanical systems serving the second floor to improve ventilation performance, support laboratory safety, and ensure long-term operational reliability. The project scope includes replacing and modifying the existing air-handling units (AHUs) to provide 100% outside air, increasing the buildings capability to meet contemporary laboratory ventilation standards.
A new laboratory exhaust system will be designed and installed to serve each laboratory on level 2. This includes new rooftop exhaust fans, new duct distribution throughout the floor, and vertical exhaust risers routed through multiple mechanical chases located near the center of the building. These chases will extend from level 2 through levels 3 and 4 to the roof, providing dedicated pathways for the upgraded ventilation and exhaust infrastructure.
To accommodate the increased demand, associated with 100% outside air operation and expanded exhaust capacity, the thermal distribution system will be modified as required. New laboratory controls will be provided to ensure safe, efficient, and responsive operation across all renovated spaces. The project will also include installation of new ductwork across the entire floor and replacement of the ceiling grid and ceiling tiles to facilitate mechanical improvements.
Because the Reynolds Medical Sciences Building must remain operational during construction, a detailed phasing plan will be developed to minimize disruption to building occupants and ongoing research activities. This phased approach will allow critical infrastructure upgrades to be completed while maintaining continuity of research and instruction.
The Planning Amount for the project is $12,700,000, which includes an Amount Available for Construction Contract (AACC) of
$10,365,753. Fees, furnishings, other work, miscellaneous expenses, and contingencies make up the balance of the Planning
Amount.
