About this file

Summary

This Invitation to Bid (ITB No. 721-26091) is issued by The University of Texas at Austin on behalf of the Cockrell School of Engineering to procure a Leica TS-60 total station, associated peripherals, and supporting surveying and metrology equipment for conducting precision surveys of geodetic ground stations at McDonald Observatory. The procurement requires vendors to supply the TS-60 instrument with gold certification (0.6mm distance and 0.5" angle precision), radio receiver, remote controller, survey software, batteries for both the instrument and remote controller, precision Leica circular retroreflectors, tribrachs, and heavy-duty geodetic-grade tripods with extensions up to 10 feet. The equipment will be used to achieve 1-millimeter precision over kilometer-scale distances to support global positioning applications and terrestrial reference frame realization. The ITB opened on June 12, 2026, at 4:00 PM CDT with a questions deadline of June 17, 2026, at 4:00 PM CDT and a bid submittal deadline of June 30, 2026, at 4:30 PM CDT. The desired delivery date is on or before July 15, 2026. Bids must remain valid for a minimum of 120 days following the submittal deadline. The University will make award decisions based on best value criteria as defined by Texas Education Code Section 51.9335, considering purchase price and the extent to which goods meet institutional needs.

Bidders must submit firm fixed-price proposals with detailed pricing breakdowns for the three primary line items: the Leica TS-60, associated peripherals, and supporting surveying and metrology equipment. All bids are based on F.O.B. destination delivery terms with payment under net 30 days standard terms, with preference for the JP Morgan Chase Single Use Account Program. Bidders must provide company information including years in business, number of employees, state of incorporation, and federal tax ID number. Subcontracting opportunities have been determined as not probable for this procurement, and the Veteran Heroes United in Business program does not apply. All bidders must certify compliance with Texas Governor Executive Order GA-48 regarding foreign adversaries and must conduct criminal background checks on assigned personnel. Electronic submission through the University Euna portal is required, with a maximum file upload size of 1000 MB. Bidders should note that other University of Texas System institutions may elect to use the resulting contract under group purchasing authority provisions.

4. General Information

4.1 Scope and Minimum Requirements

Minimum requirements and specifications for Goods/Services, as well as certain requests for information to be provided by Bidder as part of the bid, are set forth below. The successful Bidder is referred to as the “Contractor.”

We are looking to purchase a Leica TS-60, associated peripherals, and supporting surveying and metrology equipment in order to conduct precision surveys of geodetic ground stations at McDonald Observatory. Geodetic stations are continuously operating scientific instruments permanently emplaced at key locations around the world and serve the realization of terrestrial reference frames, which support all global positioning applications. The required precision of these surveys is 1 millimeter over a kilometer-scale, therefore we require the highest level of performance, 0.6mm distance and 0.5” angle gold certification for the instrument. We plan to operate the instrument remotely from the field and require the radio receiver and remote controller for the TS-60, as well as the necessary survey software (survey, sets of angles, etc). We require batteries for both the TS-60 and the remote controller. We require precision Leica circular retroreflectors to serve as targets for the TS-60. The instrument and reflectors will be mounted on tribrachs and tripods, which need to be heavy-duty with geodetic grade stability. The instrument will be mounted at varying heights and also require heavy-duty, extra tall tripods with extension up to 10ft. Vendors are not expected or required to do any assembly or installation, just to deliver the equipment at CSR.

4.2 Compliance with Terms and Conditions

Bidder agrees to comply with all conditions shown on this form and University Terms and Conditions.

4.3 Evaluation

University will award the ITB based on best value criteria. University reserves the right, at its sole discretion, to determine whether the bid meets specifications.

4.4 Termination Rights and No Minimum Work Guarantee

University may terminate this Contract, without cause, upon 30 days written notice to Contractor. University does not guarantee that Contractor will receive any specific amount of work under the Service Agreement.

4.5 Bidder Qualifications and Right of Rejection

University reserves the right to reject any bid if the Bidder fails to satisfactorily convince the University that the Bidder is properly qualified by experience and/or facilities to carry out the obligation of the agreement and to satisfactorily complete all the agreement requirements.

4.6 Group Purchasing Authority

Texas law authorizes institutions of higher education (defined by §61.003, Education Code) to use the group purchasing procurement method (ref. §§51.9335, 73.115, and 74.008, Education Code). Additional Texas institutions of higher education may therefore elect to enter into a contract with the successful Bidder under this ITB. In particular, Bidder should note that University is part of The University of Texas System (UT System), which is comprised of fourteen institutions described at http://www.utsystem.edu/institutions. UT System institutions routinely evaluate whether a contract resulting from a procurement conducted by one of the institutions might be suitable for use by http://www.utsystem.edu/institutions http://www.utsystem.edu/institutions another, and if so, this ITB could give rise to additional purchase volumes. As a result, in submitting its bid, Bidder should consider proposing a pricing model and other commercial terms that take into account the higher volumes and other expanded opportunities that could result from the eventual inclusion of other institutions in the purchase contemplated by this ITB. Any purchases made by other institutions based on this ITB will be the sole responsibility of those institutions.

4.7 Insurance Requirements

Reference Section 9 of The University of Texas at Austin Purchase Order Terms and Conditions.

4.8 Criminal Background Checks

Each individual assigned to perform Services under the Agreement will be an employee of the Contractor or an employee of a permitted subcontractor engaged by the Contractor. Contractor will be responsible for the performance of all individuals performing the Services. Prior to commencing performance of Services, Contractor will conduct an appropriate criminal background screening on all such individuals and will not knowingly assign any individual to provide Services who have history of criminal conduct unacceptable for a University campus including violent or sexual offenses.

https://policies.utexas.edu/policies/criminal-background-checks

4.9 Certification Required by Texas Governor Executive Order GA-48

Pursuant to Executive Order GA-48 of the Governor of Texas effective November 19, 2024, Contractor certifies that it and, if applicable, any of its holding companies or subsidiaries, is not:

Listed in Section 889 of the 2019 National Defense Authorization Act (NDAA); or

Listed in Section 1260H of the 2021 NDAA; or

Owned by the government of a country on the U.S. Department of Commerce's foreign adversaries list under 15 C.F.R. § 791.4; or

Controlled by any governing or regulatory body located in a country on the U.S. Department of

Commerce's foreign adversaries list under 15 C.F.R. § 791.4.
