About this file
This is a Request for Proposals (RFP) issued by San Jacinto Community College District (SJCCD), a public community college district in Texas, for comprehensive moving services. SJCCD seeks qualified firms to provide moving and relocation services for office furniture, computer workstations, records management systems, laboratory supplies and equipment, and other office or classroom-related assets across seven campus locations in the Houston area and La Porte. The contractor must be capable of handling specialty items including grand pianos, safes, oversized equipment, and audiovisual equipment, either directly or through approved subcontractors. Services include disassembly and reassembly of furniture, installation of modular systems, and temporary storage. The RFP was issued on June 11, 2026, with a questions and clarifications deadline of June 23, 2026, and a proposal submission deadline of July 9, 2026, at 2:00 p.m. Central Time through the IonWave e-bidding portal. Award recommendations and contract approvals are anticipated between August and September 2026. The contract term is one year with four one-year renewal options, based on the same terms and conditions with future pricing adjusted according to CPI-W calculations.
Pricing shall be submitted on a firm net basis for labor fees (including supervisor, coordinator, mover/staff, packer, driver, furniture installer, and specialty moving services at both regular and overtime rates), rental fees (various trucks, trailers, and storage options), and materials fees (boxes, packing supplies, protective coverings, and delivery). Prices must be held firmly for the first contract term, after which price adjustments may be requested based on labor and product costs as documented by U.S. Bureau of Labor Statistics indices. SJCCD is a tax-exempt entity, and respondents are responsible for all tax implications. The evaluation committee will assess proposals based on qualifications (35 points), attachments (10 points), references (10 points), exceptions to sample contract terms (5 points), and price proposal (40 points). Respondents must submit a qualifications form, equipment/fleet list, organizational chart, documentation of active TxDMV and/or FMCSA compliance, proof of insurance, a conflict of interest form, and a restricted terms and conditions form. References must include at least five recent projects from colleges or public sector accounts comparable in size or larger within the past three years.

SCOPE OF WORK
1. General
San Jacinto Community College District (“SJCCD” or “College”) is soliciting sealed proposals from qualified firms to provide moving services.
All work performed must be in compliance with existing federal, state and local codes, statutes and requirements.
SJCCD is a public community college district organized under Chapter 130 of the Texas Education Code and is tax exempt in the State of Texas.
This Scope of Work covers the requirements to provide SJCCD with moving services, which shall include, but is not limited to the following:
2. Services
2.1 Contractor shall coordinate and perform all activities required to move and relocate office furniture, desktop computer workstations and related peripherals, records management (file cabinets and related systems), laboratory supplies and equipment, boxes and general office effects, and other office or classroom related equipment.
2.2 Contractor should be capable of coordinating and transporting specialty or high-value items, on a case-by-case basis, including but not limited to grand pianos, safes, oversized equipment, laboratory equipment requiring specialized handling, audiovisual equipment, gym and fitness equipment, and other specialty assets. Firms that do not directly provide specialty moving services may propose alternative solutions, including the use of qualified subcontractors or specialty service providers, as approved by the College. In such cases, the Contractor shall remain fully responsible and liable for all work performed, including any loss or damage incurred during transport or handling. Any subcontracted specialty moving services shall be subject to prior approval by the College and separately itemized on the corresponding quote or invoice.
2.3 Contractor shall provide all supervision, personnel, equipment, vehicles, supplies and packing materials necessary and required to perform moving services. Such services may include disassembly and reassembly of cased goods, furniture, and/or installation of modular systems furniture and metal shelving.
2.4 The Contractor’s appointed representative shall attend pre-move meetings to provide written not-to-exceed cost estimates for each move. Estimates shall include, but are not limited to, the following:
• Name of department, building and room number to be moved.
• Determine whether the move can be scheduled during normal working hours or outside normal working hours (including nights, weekends, or holidays).
• Provide an itemized list of materials required for each move.
RFP 26-17 Moving Services 3
• Provide pricing for any special equipment (i.e. forklift, roll-off truck) if required for the move. All costs associated with the special equipment (insurance, salaries, overhead) shall be included in the hourly rates.
2.5 Move schedules are contingent upon actual construction and/or renovation completion dates. Moves shall normally be scheduled to take place between Monday-Friday 7:00 a.m.
– 5:00 p.m. but may need to continue into the evening or weekend in order to be completed. General moving will be from campus to campus and/or between buildings on each campus.
• Regular service is defined as Monday-Friday: 7:00 a.m. to 5:00 p.m.
• Overtime service is defined as:
o Monday-Friday: 5:01 p.m. to 6:59 a.m.
o Saturday-Sunday: 12:01 a.m. to 11:59 p.m.
3. Specifications
3.1 A supervisor shall be on site at all times.
3.2 A coordinator shall plan and schedule all the moving personnel and work closely with
College’s facilities operations manager during a move. A written plan for each move will be generated by the contractor. This plan will be reviewed, approved and signed by the College project manager and contractor prior to commencing work.
3.3 An appointed representative shall review the condition of origin and destination facilities with SJCCD contact person prior to a move and immediately after the move-in is completed. These reviews will be documented and signed by both representatives.
Contractor is responsible for the repair or replacement for any new damage found during the review accomplished after the move is completed. It will be at the discretion of SJCCD to determine if the Contractor shall correct the damages or reimburse the College for the damages.
3.4 All move supervisors and drivers shall be equipped with radio/cellular communication devices during all major phases of moving.
3.5 Contractor shall provide a multi-color labeling system with separate colors designating floor sectors at the destination site. Use of college building and room numbering systems shall be used on identifying labels.
3.6 Contractor shall take necessary action to protect walls, floors, elevators and lobbies from damage due to move activities. Contractor shall be responsible for all costs associated with damages related to move activities caused by the contractor’s employees.
3.7 Relocation of computers, desktop copiers, CPUs, printers, etc. such equipment will be moved within specially designed containers, within corrugated tri-walled gondolas, or properly wrapped with pads and strapped to interior vans walls with logistic straps. All vehicles used for moving these items shall have air-ride suspension. SJCCD will arrange for any required servicing of computers, copiers and other items which require servicing prior to or after movement.
RFP 26-17 Moving Services 4
3.8 Due to the number of computer components affected in a move, it is critical to coordinate each department’s schedule in order to identify when computers can be disconnected, moved, and when they must be reconnected. The College’s IT Department will work closely with the Contractor and SJCCD project manager to establish this schedule.
3.9 Contractor shall respond to requests for services within twenty-four (24) hours after receiving receipt of notification by SJCCD. If the request for service is sent to the Contractor on a Friday, the Contractor shall respond before noon the following Monday.
3.10 Contractor shall provide temporary storage of assets or materials at the request of
SJCCD.

5.2.3. Awarded contractor must provide SJCCD Purchasing Department with a written price adjustment request a minimum of 30 days before the contract renewal.

W) for Houston, Texas, between the current or prior year as compared to the year preceding the current or prior year of the contract. The CPI-W, as published by BLS, is a measure, over time, of the average change in the compensation of urban wage earners and clerical workers.

5.2.5. SJCCD reserves the right to accept or reject any price adjustment requests. A rejection of a price adjustment may result in the termination of any agreement, contract, purchase order, or other agreement without fault or obligation.
5.3. Tariff-Based Price Adjustments
5.3.1. Not discarding the foregoing statements above, SJCCD recognizes the imposition of tariffs or trade restrictions may impact the suppliers’ ability to maintain pricing.
5.3.2. Suppliers may notify SJCCD of the impact, supported by credible cost data. Credible cost data would include documentation as follows:
• Copy of the official tariff schedule or notice (E.G., from the U.S. International
Trade Commission, or Customs and Border Protection (CBP)).
• Federal Register notice showing the imposition of the tariff with effective dates and Harmonized Tariff Schedule (HTS codes) including reference to the HTS code for the product.
5.3.3. SJCCD reserves the right to request the following as evidence of payment of tariffs:
• https://www.cbp.gov/trade/programs-administration/entry-summary/cbp-form-7501 (Entry Summary): This shows tariff duties paid upon entry to the U.S.
• Commercial invoice showing the importation of goods and/or bill of lading or shipping documents indicating international sourcing, the duty or tariff amounts listed, and/or supplier name as importer of record or a third-party custom broker.
5.3.4. SJCCD will engage in good-faith negotiations to consider price modifications, substitute goods, or alternative sourcing arrangements, with the goal of minimizing disruption to public services and maintaining the continuity of supply.
