About this file
This is Addendum No. 3 to Invitation for Bid (IFB) No. 304T-26-520A1 issued by the Texas Statewide Procurement Division for the procurement of thermoplastic resin (TPR) pellet compounds used in shoe sole manufacturing. The addendum addresses seven questions submitted by potential bidders regarding the application, specifications, and delivery requirements for the 1,800,000 pounds of TPR compound shoe sole pellets. The material will be melted and molded into shoe soles for canvas shoes using rotary (roundtable) shoe sole machines at the TDCJ Clements Unit Shoe Factory located at 9601 Spur 591, Amarillo, Texas 79107. The TPR compound must be tan-colored and bonded to canvas shoes, representing an existing application for the Texas Department of Criminal Justice. Bids were due June 29, 2026, and respondents must acknowledge receipt of this signed addendum with their response or face disqualification.
The TPR pellet compound must meet a durometer Shore A hardness specification of 60 +/- 2 after 3 seconds, as referenced in Part A Section A7.1 Specifications. Pricing is structured as firm price with escalation, and a mandatory price sheet must be submitted in Excel or XML format with pricing stated in US dollars per pound. The expected delivery timeframe is 76 days from order placement. No reserve price, set-aside, or preference program is identified, and no incumbent contractor is named. Contract specialist Madison Guevara of the Statewide Procurement Division in Austin serves as the primary contact for this procurement.
