About this file
This is Addendum No. 1 to Request for Qualifications RFQ730-26007 issued by the University of Houston Purchasing Department on June 11, 2026, for a Master Development Partner to oversee comprehensive development of The Quantum, a 21-acre mixed-use district on University of Houston campus property in Harris County, Texas. The addendum provides vendors with a registration link for the mandatory pre-proposal meeting scheduled for June 12, 2026, at 10:00 AM Central Time via Microsoft Teams. Written qualifications are due July 13, 2026, at 5:00 PM Central Time. This is a two-step competitive procurement process in which Step One evaluates qualifications on a 100-point scale covering firm background, key personnel, previous experience, project approach, and references, with shortlist notification estimated for August 10, 2026, and final selection estimated for January 31, 2027. Step Two includes presentations, interviews, site visits, and financial due diligence for shortlisted respondents. Respondents must submit complete project teams inclusive of design consultants and construction general managers to develop a lifestyle center destination featuring restaurants, bars, retail, grocery anchor, graduate student housing, structured parking, alumni and visitor center, recreation venues, and public gathering spaces with green spaces and pedestrian-focused streetscapes across two phases.
The selected developer must provide 100% of equity funding with no financing contingency, with mortgage debt capped at 85% loan-to-value, and must negotiate a Predevelopment Agreement within 30 calendar days followed by a Development Agreement and Ground Lease with a 50-year base term from substantial completion. The University receives fixed base ground rent adjusted at 3% annually plus 50% of the first $200,000 of annual net operating income exceeding benchmark levels and 25% of any additional outperformance income. The developer must maintain payment and performance bonds for full construction value and guarantees for cost overruns and late delivery, comply with University Design Guidelines and a Declaration of Covenants, Conditions, and Restrictions, and obtain University approval over design, financing, operations, alterations, naming, and tenant selection. The project is subject to pre-existing University exclusive agreements with TDECU, Coca-Cola, and various retail and dining partnerships that restrict certain commercial categories.
