About this file

This is Addenda #1 to a Request for Proposal issued by The University of Texas at Austin for the Dell Medical Center Enabling Central Utility Plant and Infrastructure Construction Manager at Risk (CM@R) project, RFP-CMR1611-260005. The addenda, dated June 17, 2026, modifies the original proposal documents dated May 28, 2026, and clarifies key project parameters for prospective respondents. The project involves designing and constructing a central utility plant and enabling infrastructure to support the Dell Medical Center at a remote campus location. Construction is anticipated to commence in September 2026, with phased activation beginning in May 2028. The work includes early packages for long-lead equipment procurement, site readiness and mobilization, retention earthwork and foundation work, and multiple subsequent design packages. The original proposal deadline was stated as June 26, 2026, at 11:59 PM, with the University expecting collaborative work among the construction manager, engineer, and owner throughout design development and construction. The Architect of Record is Shepley Bulfinch and the Engineer of Record is KFI Engineers, with the University contracting separately with a Commissioning Agent.

The project is in early design phases with timelines and specifications still under development, requiring selected contractor partners to collaborate on design, packaging, and scheduling. Long-lead equipment costs are included in the construction cost limitation, and the project will establish an islanded power plant with a stand-alone central utility district in phases. The University will manage owner contingency while the contractor manages construction contingency; Liquidated Damages values are subject to negotiation. Domestic iron and steel content is required per the Uniform General Conditions for UT System Construction Projects, and the project may be subject to IRS 179D energy rebate and tax credit requirements. No VetHUB contracting goal is established, but respondents must complete good faith efforts for subcontracting notifications. The surety bond requirement has been removed, and tax exemption letters will be provided after contract execution and funding confirmation. Construction support areas on site are partially dedicated to the Dell Medical Center, with final allocation undecided at the time of the addenda.
