About this file

This is a Specifications document for Solicitation Number 582-26-15573 issued by the State of Texas for the procurement of a Hydrogen Sulfide Cavity Ringdown Spectrometer (CRDS). The instrument will be utilized by the Mobile Monitoring Team (MMT) to conduct real-time air monitoring in compliance with Texas Administrative Code requirements governing hydrogen sulfide emissions from residential, business, and commercial properties. The CRDS must measure hydrogen sulfide concentrations with a guaranteed range of 0-20 parts per million (ppm) at specified precision levels, an operational range of 0-300 ppm, and a lower detection limit of 3 parts per billion (ppb). Additionally, the system must measure methane concentrations with a measurement range of 0-3 ppm and operational range of 0-20 ppm. The instrument must achieve a response time of 5 seconds or less, operate within temperatures of 10-35 degrees Celsius, and be storable in conditions ranging from -10 to 50 degrees Celsius. The CRDS must be compatible with existing equipment, featuring Swagelok inlet/outlet fittings and multiple data output options including RS232, analog, Ethernet, and USB connectivity.

The equipment specifications require the CRDS to maintain specific drift tolerances—less than 3 ppb over 24 hours for hydrogen sulfide and less than 2 ppb for methane—to ensure accuracy in mobile monitoring operations. Physical dimensions must not exceed 7 inches in height by 17 inches in width by 17.5 inches in depth to accommodate installation in the mobile monitoring van alongside other air monitoring equipment. The system must operate on standard electrical power of 100-240 volts alternating current at 47-63 Hz with auto-sensing capability. No information regarding pricing, set-asides, incumbents, response dates, or contract term is included in this specifications document.

Solicitation Name: Hydrogen Sulfide Cavity Ringdown Spectrometer Solicitation Number: 582-26-15573

Attachment A Specifications for a Hydrogen Sulfide Cavity Ringdown

Spectrometer

Description: The hydrogen sulfide (H2S) Cavity Ringdown Spectrometer (CRDS) will be used for real-time air monitoring by the Mobile Monitoring Team (MMT) to meet the requirements of the Texas Administrative Code, Title 30, Part 1, Chapter 112, Subchapter B, section §112.31-112.32 relating to allowable emissions of H2S for residential, business, commercial property, or other property.

MINIMUM GENERAL SPECIFICATIONS

1. The CRDS system must meet the following requirements.

A. Measure H2S concentration

a. The CRDS must have a guaranteed measurement range (1-sigma, 5 minutes with precision at 1 part per billion [ppb] ± 0.1 % of reading, 1-signa, 5 seconds with precision at 3 ppb ± 0.4% of reading) from 0 – 20 parts per million (ppm) for H2S to meet precision requirements.

b. The CRDS must have an operational range from 0 – 300 ppm for H2S to accurately detect a wide range of concentrations in ambient air.

c. The CRDS must have a lower detection limit (3-sigma at 5 minutes) of 3 ppb for H2S to meet detection limit requirements.

d. The CRDS must have a zero drift of less than 3 ppb over 24 hours (peak to peak, 50-minute average) for H2S to meet accuracy requirements.

B. Measure methane (CH4) concentration

a. The CRDS must have a measurement range (1-sigma, 5 minutes with a precision at 0.5 ppb ± 0.05% of reading, 1-sigma, 5.0 seconds with precision at 1 ppb ± 0.2% of reading) from 0 – 3 ppm for CH4 to meet precision requirements.

b. The CRDS must have an operational range from 0 – 20 ppm for CH4 to accurately detect a wide range of concentrations in ambient air.

c. The CRDS must have a max drift of less than 2 ppb over 24 hours (peak to peak, 50-minute average) for CH4 to meet accuracy requirements.

C. CRDS response time (based on flow through the measuring cell) must be ≤ 5 seconds to allow for mobile air monitoring with the instrument in a van.

D. The CRDS must have an operating temperature from 10 – 35 degrees Celsius (˚C) to be operated in the temperature maintained in the mobile monitoring vans.

E. The CRDS must have a storage temperature from -10 – 50 ˚C so that it may be stored in the mobile monitoring van in extreme weather conditions.

F. The CRDS must have the following data outputs to be compatible with existing MMT data visualization software:

a. digital RS232

b. analog

c. Ethernet

d. USB

G. The CRDS must have ¼” Swagelok® inlet/outlet fittings to be compatible with existing air monitoring equipment.

H. The CRDS dimensions must not exceed 7" H x 17" W x 17.5" D as it will be installed with other air monitoring equipment in a mobile monitoring van with limited space.

I. The CRDS must have the following power requirements: 100–240 VAC;

47– 63 Hz (auto-sensing); <375 W at start-up (total). Steady-state operation: 120 W (analyzer), 150 W (pump) to be compatible with power limitations in the mobile monitoring van.

J. The CRDS weight must not exceed 47.0 pounds (lbs, 21.3 kg) for analyzers and 14.3 lbs (6.5 kg) for external pump as it will be installed with other air monitoring equipment in the mobile monitoring van and cannot exceed the vehicle payload limit.

K. The CRDS must have a Windows 11 operating system to be compatible with existing MMT data visualization software.

L. The CRDS must have data logging software to collect raw data files to ensure data integrity.

2. The CRDS shall be capable of measuring hydrogen sulfide and methane in ambient air such that the concentration can be determined and delivered in real time to allow for mobile air monitoring with the instrument in a van.

3. The CRDS should include a 19-inch or larger LCD monitor to allow the user to interface with the CRDS.

4. The CRDS shall include a Drierite™ desiccant dryer for proper shutdown of the instrument.

SPECIAL TERMS AND CONDITIONS

1. All items must be bid new, of current production, and include the manufacturer’s standard parts and accessories.

2. Responsive bids must include total estimated shipping charges.

3. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of one year from the date of acceptance (see item #6.

4. A least one (1) electronic manual must accompany each instrument. The manuals will include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, software commands, maintenance, and service instructions. The manual will also include schematic diagrams, pneumatic flow charts, lists of commonly replaced parts, warnings, and safety precautions.

5. Technical support must be available for TCEQ staff between the hours of 8 a.m. and 5 p.m. Central Standard Time (CST) during regular business days, Monday through Friday, by telephone and electronic mail (e-mail).

6. The system ordered and received by TCEQ will be tested upon receipt.

Testing will not take more than 45 days. Payment will be made within thirty (30) days after tests have been completed and the instrument has been shown to meet specifications or the day that the invoice was received, whichever is later.
