About this file
This Addendum No. 1 is issued by the South Texas Development Council's Regional Services & Development Department in response to RFP No. AQR72026 for PM2.5 Program Services and Air Quality Planning Activities (Rider 7), dated June 1, 2026. The addendum clarifies procurement and technical requirements for bidders responding to this solicitation. Proposers have the flexibility to respond to any or all activities identified in the Scope of Work; however, they must clearly identify which specific activities are included in their proposal, as any excluded activities may result in deductions from the final contract award amount. For meteorological sensor deployment activities, bidders are required to include the cost of any necessary tower or mounting structure as part of their meteorological sensor contingency line item to ensure complete cost estimation; if a tower or structure is determined to be unnecessary during contract performance, the associated budget may be reallocated to other eligible activities.
All proposers must acknowledge receipt of this Addendum as part of their proposal submission, with failure to provide acknowledgment potentially resulting in the proposal being deemed non-responsive. The acknowledgment may be completed using the Addenda Acknowledgment form provided in the RFP attachment packet. Questions concerning this addendum should be directed to the South Texas Development Council at 1002 Dickey Lane, Laredo, Texas 78043, with contact via email at jerodriguez@stdc.cog.tx.us or by telephone at (956) 722-3995. All other terms, conditions, and requirements of the original RFP remain unchanged and in full effect.

South Texas Development Council | RFP No. AQR72026 | Addendum No. 1
ADDENDUM NO. 1
Request for Proposals Rider 7 PM2.5 Program Services and Air Quality Planning Activities RFP No. AQR72026 Issued: June 1, 2026 South Texas Development Council Regional Services & Development Department This Addendum is hereby made part of the above-referenced Request for Proposals and shall be incorporated into any contract resulting from this solicitation. All other terms, conditions, and requirements of the RFP remain unchanged and in full effect. Proposers must acknowledge receipt of this Addendum in their proposal submission.
Questions and Responses The following questions were received during the question submission period. Responses are provided below and are binding on all prospective proposers.
Question 1: Can bidders respond to parts of the scope of work, or do they need to respond to all activities?
Response: Bidders may propose on any or all activities identified in the Scope of Work. However, proposers must clearly identify which activities they are including in their proposal. Any activities not included in the proposer's scope may be deducted from the final contract award amount, reducing the total funds available to the selected consultant accordingly.
Question 2: For the meteorological sensors, should the bidder include the cost to procure a tower?
Response: Yes. Bidders should include the cost of any tower or mounting structure necessary for meteorological sensor deployment as part of their meteorological sensor contingency line item. This ensures a complete cost estimate if that option is exercised. If it is determined during contract performance that a tower or mounting structure is not needed, the associated budget may be reallocated to other eligible activities under the contract.
Acknowledgement Proposers must acknowledge receipt of this Addendum in their proposal submission. Failure to acknowledge receipt may result in the proposal being deemed non-responsive. Acknowledgement may be made on the Addenda Acknowledgment form included in the RFP attachment packet.
