About this file
This is a Suspension and Debarment Certification document issued by the South Texas Development Council (STDC) for a covered federal transaction. The document serves as a mandatory certification requirement that must be completed and submitted by any firm seeking to receive an award under this solicitation. The certification applies to prime contractors and all sub-recipients involved in the contract. No specific products, services, project overview, quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms are outlined in this attachment, as it functions solely as a compliance certification form rather than a substantive solicitation document.
The certification requires an authorized official of the applying firm to attest that neither the firm nor its principals are suspended or debarred by any federal agency. This certification is mandated by Federal Law, specifically the A-102 Common Rule and OMB Circular A-110, which prohibit non-federal entities from contracting with or making sub-awards to suspended or debarred parties. The document provides signature blocks for the firm name, authorized official signature, printed name, title, and date, but contains no information regarding pricing terms, set-asides, incumbent contractors, funding sources, or other contract-specific details.
