About this file
This Addendum No. 1 document provides clarifications and answers to bidder questions regarding the mold remediation solicitation (HHS0017319) for Building 802 at Rusk State Hospital issued by the Texas Health and Human Services Commission. The addendum addresses specific scope questions across seven identified rooms within the facility, clarifying contractor responsibilities for furniture decontamination, ceiling tile removal, vent cleaning, asbestos survey requirements, carpet cleaning, and non-porous item treatment. Key clarifications include that contractors are not responsible for furniture decontamination in Room B103, only vent grills (not full ductwork systems) require cleaning in rooms F201 and E267, ceiling tiles remain in Room D322, and the Mold Remediation Protocol has been posted to ESBD with this addendum. The document confirms that the building is only three years old and therefore does not require asbestos surveys, and establishes that an authorized state employee will be assigned as a full-time escort to facilitate material and personnel movement during work hours (Monday through Friday, 8:00 AM to 5:00 PM).
The addendum permits contractors to park and leave lockable equipment trailers on-site in designated staging areas during work days and overnight, facilitating project logistics and material management. This clarification document ensures all bidders have consistent understanding of project scope and requirements prior to bid submission, reducing ambiguity and potential disputes during the remediation work.

Solicitation Title: Mold Remediation Bldg. 802, Rusk State Hospital
Solicitation Number: HHS0017319
# Reference (If Applicable) Question Response
1. Section 7.1 on page 12 of 44 Scope of Work
1. We need the Mold Protocol. I looked at the State’s site again and didn’t see one posted. Section 7.1 on page 12 of 44 Scope of Work states that a mold investigation report will be provided to the awarded contractor before starting work.
Mold Remediation Protocol is posted to ESBD with Addendum 1.
# Reference (If Applicable) Question Response
2. Room B103
Room B103 – During the visit it was noted that the furniture in this room would be moved out of the room by the Owner. Section 7.1(i) states that the contractor must provide labor for moving contents as needed to facilitate cleaning and demolition. If this is a mold affected room, the mold contractor would need to clean, if possible, all hard surfaces of the furniture before it leaves the room. Will the mold contractor be responsible for the decontamination of the furniture?
Lay-in ceiling tiles are also items that may need to be removed and disposed of during mold remediation. Will the mold contractor be responsible for removing the ceiling tiles in this room?
No, they will not be responsible for cleaning the furniture. No ceiling tiles to be removed.
3.
Second Floor rooms F201 & E267 – It was noted during the walk that ONLY the vents need to be cleaned in these rooms. We need clarification, are they only asking for the duct covers facing the room to be cleaned or are they asking for the covers and ducts and systems to be cleaned? Do ceiling tiles remain?
Only the grills (vents and covers) need to be cleaned.
4.
3rd floor Room D328 – During walk the scope was noted to be to remove the water damaged sheetrock ceiling. Has an Asbestos Survey of the sheetrock / joint compound / texture been completed and materials deemed as less than 1% ACM?
No, building is only 3 years old.
5.
3rd floor Room C337 – Scope is to only remove ceiling tiles. Is mold contractor responsible for cleaning all non-porous items in the room?
No
6.
3rd floor Room D322 – Scope is to only clean carpet, as it is to remain in place. Is mold contractor responsible for cleaning all non-porous items in the room? Do ceiling tiles remain?
No for cleaning
Yes for ceiling tiles to remain.
7.
Will an authorized employee (state or other) be assigned to the mold contractor as the “escort” on a full-time basis to facilitate the timely movement of supplies / materials / personnel to and from the work areas? Section 7.1.2 states that work hours are only allowed M-F 8a to 5p
Yes
8.
Is the contractor able to park and leave a lockable equipment trailer (vehicle towable) on-site during the proposed work day and/or overnight in an assigned staging area?
Yes
