About this file
This Addendum No. 1 to Solicitation 405-26R0016230, issued by the Texas Department of Public Safety Procurement and Contract Services on June 2, 2026, clarifies requirements and addresses vendor questions regarding handgun ammunition testing and evaluation. The solicitation seeks qualified vendors to submit 9mm Luger handgun ammunition for comprehensive three-phase testing using a Sig Sauer P320 Full Size pistol, with 1,000 rounds required per ammunition submission. Vendors may submit multiple different duty rounds for consideration. The submission deadline remains June 9, 2026, and vendors must acknowledge receipt of this addendum prior to the submission deadline through completed addendum forms, acknowledgment on offer copies, or separate written communication. Testing is scheduled to begin July 13, 2026, with successful Phase I and Phase II performers advancing to Phase III, which requires delivery of 5,000 additional rounds within approximately 30 days of written notification.
Key clarifications provided in this addendum address testing methodologies, vendor responsibilities, and submission requirements. Accuracy testing will be conducted by hand on a rest using five pistols per submission with 1,000 rounds fired through each weapon, with multiple shooters permitted; projectiles are only reshot if they exit the top or side of a gelatin block due to angle rather than over-penetration. Vendors bear responsibility for providing ballistic gelatin and testing barriers for all testing phases, with consistency validated through .177 caliber steel sphere penetration testing. Texas DPS will accept ammunition submissions from authorized distributors with written manufacturer authorization; if duplicate submissions occur, only one will be tested. Pricing is not required as part of the vendor submission. Vendors must provide year-of-manufacture markings on test ammunition to demonstrate at least one year of established production and field use, and temporary onsite refrigerated storage of gelatin blocks is available. Ammunition must be packaged in boxes containing 20 to 50 rounds per carton and cases of 250, 500, or 1,000 rounds per Exhibit F.6 specifications.

Questions and Answers
Q. Handgun Ammunition Testing Requirements – Page 2. Can you please provide clarification on paragraph 3? Is a projectile reshot even if it over penetrates or is it only reshot if it exits the top/side of the block prior to reaching the end of the block?
A. A projectile is only reshot if it exits the top or side of the block due to angle. If it over penetrates it will not be reshot. That barrier will be reshot.
Q. Handgun Ammunition Testing Requirements – Page 7 (Accuracy). Is this being fired from a machine rest or is this being fired by hand? If fired by hand, is any reference ammunition set aside to confirm the accuracy of the pistol/shooter being used?
A. Accuracy will be fired by hand on a rest. The shooter and pistol used will have a base line accuracy with current Department issued ammunition.
Q. Handgun Ammunition Testing Requirements – Page 10 (Functional Reliability. Are there any limitations to the number of shooters that can be provided? How many firearms would be available for use during this test?
A. There are no limitations, but only five pistols will be used for each submission.
Each pistol will have 1,000 rounds fired through the weapon. Multiple shooters are permitted but providing more than five would leave the rest idle.
Q. Can we please respond to any answers provided by TX DPS with clarification questions (if needed) after the answers to any questions are provided?
A. No, since the due date for bid submissions remains the same, a second question and answer period would cause an undue increase in complexity. After the solicitation has ended, successful respondents will be able to conduct further questions and answers with DPS testing personnel.
Q. Are we allowed to submit 2 different duty rounds (different weight or velocity) for consideration or are we limited to only one?
A. Yes, multiple submissions are permitted.
Q. Would TX DPS please consider a 30+ day extension to the June 9th submission deadline?
July 10th for example?
A. No, June 9th remains the closing date to submit your bid. This bid submission serves as your intent to participate in testing. Delivery of products will be given another ~30 days as the first day of testing is currently scheduled for July 13th.
Q. Handgun Ammunition Testing Requirements – Page 7 (High Temperature). Referencing the average velocity requirement at high and cold temperatures being within 50 ft/s of the Phase II, Test 3 (Average Instrumental Velocity). This requirement could require the use of propellant which suffers in other performance aspects to achieve this specification. If the projectiles performance does not suffer from being outside of 50 ft/s from the average instrumental velocity, would the average velocity requirement at high and cold temperatures be removed or be allowed to be larger than 50 ft/s as long as no other performance measurement suffered?
A. No, the requirement will not be removed or altered. This measurement standard is within performance of the FBI requirements and the performance of the current duty ammunition for the Department.
Q. Throughout the attached documents for this Solicitation there are references made to Manufacturer requirements, including A.1.1 General Requirements section 2 Stating that the “Ammunition must consist of production ammunition manufactured by the Offeror.”, as well as section 6 the “Offeror must be capable of manufacturing the entire quantity of ammunition at the offeror’s manufacturing facility within the required time frames. The offeror may purchase components for the cartridge from other sources, but the offeror must be the primary manufacturer of the ammunition. The offeror must not use or employ any subcontractors without the prior written approval” as well as several other references. Does this mean that the manufacturer must be the one to submit/sign all required documentation and ammunition for this solicitation (therefore the award would be with the manufacturer) or can the Manufacturer authorize/approve a Distributor to submit for this solicitation for all required documents/ammunition and finalize the award requirements on their behalf?
A. We will accept ammunition from distributors at the request of the manufacturer.
Written authorization from the manufacture must be provided to the FTU. The distributor must comply with providing ballistic gel and barriers for testing. If there are duplicate submissions (i.e. one from the manufacture and one from the distributor) only one will be tested.
Q. A.1.1 section 6 general requirements- If the offerer is an authorized distributor, will a letter from the manufacturer confirming this satisfy this requirement?
A. Yes, see answer above for details.
Q. Section D.7.4 of the IFB, pg. 14, states: “Bidder must provide its pricing in the Mandatory Pricing Schedule in the exact format noted.” However, Section B.4 (Pg. 6 of the same document) states that pricing is not applicable. Can the Government please confirm that pricing information is not required as part of this submission?
A. Pricing is not required in the vendor’s submission, and Section B.4 of the solicitation is correct. Section D.7.4 should not have been included and should be disregarded.
Q. Please confirm that Texas DPS will provide proper onsite refrigerated storage for the requested gelatin blocks for testing.
A. Yes, temporary storage of gelatin blocks on site is available.
Q. Please clarify the required packaging configuration for delivery of the ammunition.
A. Per Exhibit F.6 General Requirements and Specifications, Section A.2.2 Packaging and Labeling – “ammunition must be contained in boxes of no less than 20 and no more than 50 rounds per carton and cases of 250, 500 or 1,000 rounds.” Additional requirements can also be found in this section.
Q. Would Texas DPS please consider waiving the year of manufacture marking requirement for the test ammunition? We would be happy to provide an attestation of ability to comply with this requirement should our ammunition be selected for further procurement.
A. No, Requiring at least one year of demonstrated production and field use helps ensure the ammunition has an established performance history, manufacturing consistency, quality control, and reliability record. Duty ammunition is a critical life safety item, maintaining this requirement reduces risk and provides greater confidence that the product has been thoroughly evaluated in real-word conditions before consideration for Department use.
Q. Are all vendors required to provide barriers and ballistic gelatin for testing during every phase of evaluation?
A. Yes, vendors are required to provide gelatin and barriers for every phase.
Q. What measures or standards are being implemented to ensure all vendors provide equivalent barriers and ballistic gelatin for testing consistency?
A. Per Exhibit F.7 Handgun Ammunition Testing Requirements, Phase 1, Page 2, Paragraph 3 – “validation of the block will be tested to assure consistency of the gelatin mixture. This test consists of firing a .177 caliber steel sphere (BB) into the gelatin block at approximately 590 feet per second (fps) +/- 15 fps. This sphere must penetrate a minimum of 2.95 inches but no more than 3.74 inches.”
