About this file
This Addendum No. 1, dated June 17, 2026, issued by the Texas Parks and Wildlife Department for Solicitation No. 802-26-74009, provides clarifications and revisions to the Fixed-Wing Forward Looking Infrared (FLIR) Camera Survey for Wildlife Big Game Program procurement. The addendum addresses four primary questions submitted by potential respondents regarding aircraft certification requirements, pilot qualifications, sensor system specifications, and E-Verify compliance. Key revisions include confirmation that contractors must maintain FAA Part 135 Air Carrier and Operator Certificates for enhanced safety and oversight; reduction of pilot experience requirements from 2,000 total hours to 1,500 hours total time with 300 hours of wildlife survey experience and 200 hours of multi-engine time; correction of the required sensor system from a non-existent FLIR 680 HDc model to the FLIR 380 HDC; and confirmation that E-Verify system utilization is a mandatory requirement that cannot be waived. The addendum also clarifies that contractor business experience requirements apply to fixed-wing FLIR survey operations within the past five years. All respondents must acknowledge receipt of this addendum by signing and returning it with their proposal submissions by the established deadline.
The addendum does not contain specific pricing information, funding amounts, or financial terms, as it serves exclusively as a clarification document to the original solicitation. The revisions effectively lower certain qualification barriers—particularly the pilot hour requirements—which may expand the pool of eligible contractors while maintaining safety and operational standards through the retained FAA Part 135 certification mandate. The E-Verify requirement remains non-negotiable per the Texas Parks and Wildlife Department's legal team. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

ADDENDUM
Addendum Number: 1 Dated: June 17, 2026 Solicitation Number: 802-26-74009
Solicitation Title: Fixed-Wind Forward Looking Infrared (FLIR) Camera Survey for Wildlife Big Game Program Purchaser: Vanessa Contreras, CTCD, CTCM
PURPOSE OF ADDENDUM: QUESTION AND ANSWERS/CLARIFICATION
Except as provided herein, all terms and conditions of the document referenced herein, remain unchanged and in full force and effect. The following are specifications to this solicitation. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your response.
Question: RFP Reference: Section 6.1.6 (Aircraft Requirements), Page 6
Section 6.1.6 states that aircraft provided under the contract must meet FAA regulations and standards stipulated in FAR Part 135, and Section 6.2.4 requires the contractor to possess an FAA Part 135 Air Carrier and Operator Certificate.
1. Question: Given that aerial survey operations are generally considered aerial work operations and may be conducted under the exceptions provided in 14 CFR §119.1(e)(4) rather than under Part 135, would TPWD consider proposals from firms conducting wildlife survey operations under Part 91 and the applicable provisions of Part 119, provided all other aircraft, pilot qualification, safety, insurance, and operational requirements of the solicitation are met? If not, please clarify the operational rationale for requiring a Part 135 certificate for these survey missions.
Answer: The Respondent must hold an FAA Part 135 Air Carrier and Operator Certificate. We understand missions are under Part 119, but we want the additional safety and oversight of an aircraft and operator with FAR Part 135.
2. Question: 6.2.1 states that pilot requirements are 2,000 total time, 1,000 hours wildlife survey time, and 200 hours multi-engine time. – These are very steep requirements that exceed federal government carding requirement of 1,500 hours total time and will severely limit the pool of qualified pilots.
Answer: TPWD has revised this requirement to the following:
Section 6.2.1. Pilot must have a valid Federal Aviation Administration (FAA) Commercial Pilot License/Certification with current medical certificate and shall be a trained survey pilot with Instrumental Rating and minimum of one thousand five hundred (1,500) hours total time with three hundred (300) hours conducting wildlife surveys and two hundred (200) hours multi-engine time.
3. Question 6.3.1 calls for a sensor system similar in function and capability to the FLIR 680 HDc. – There is no such thing as a FLIR 680 HDc. However, there is a FLIR 6800, which is a significantly difference sensor system, not suitable for this scope of work. Is the correct model 380 HDc?
Answer: FLIR 380 HDC is the correct model
4. Queston: Paragraph 69 under General Terms and Conditions, lays out a requirement for vendors to utilize the Department of Homeland Security’s E-Verify system for all persons performing work in Texas during the term of the contract. We do not use this system. Is the use of the E-Verify system an absolute requirement?
Answer: Per TPWD legal team, this is a requirement and we cannot amend nor take exception to this term and condition.
Clarification TPWD has revised this requirement to the following:
Section 5.1.1. Shall be engaged in the business of conducting fixed-wing FLIR camera surveys for a minimum of one thousand five hundred (1,500) hours total time with three hundred (300) hours conducting wildlife surveys and two hundred (200) hours multi-engine time within the past five years.
Respondents are to acknowledge receipt of this Addendum. Return a signed copy of this notice with your response submission.
I acknowledge receipt of this addendum.
