This Request for Proposals (RFP) issued by the Texas Parks and Wildlife Department (TPWD) solicits proposals to establish a blanket contract for Fixed-Wing Forward-Looking Infrared (FLIR) Camera Survey services for wildlife big game population estimates. The primary objective is to conduct FLIR surveys for multiple species including mule deer, pronghorn, bighorn sheep, aoudad, and elk across designated survey areas in the Trans-Pecos region of Texas. Respondents must submit proposals by June 25, 2026, at 2:00 PM Central Time, with questions due by June 11, 2026. The initial contract term commences on the award date and continues through August 31, 2028, with options to renew for up to three additional one-year periods based on mutual written agreement and funds availability. The contract includes a twelve-month maximum extension option if needed. Survey requirements encompass 50 to 100 percent coverage of specified areas using line transects spaced at specified intervals, with deliverables including detection locations, time/date data, KML/shape files, representative video clips, and Excel spreadsheets within fifteen business days of survey completion.

SECTION I – GENERAL INFORMATION AND STATEMENT OF WORK
1. INTRODUCTION
1.1. Texas Parks and Wildlife Department (TPWD) is soliciting proposals to establish a blanket contract for an experienced provider to conduct Fixed-Wing Forward-Looking Infrared (FLIR) Camera Surveys to provide more accurate and precise desert big game population estimates. Species shall be inclusive of, but may not be limited to mule deer, pronghorn, bighorn sheep, and exotics such as aoudad and elk.
2. BACKGROUND
2.1. TPWD has historically utilized traditional low-level aerial surveys for desert big game population estimates. However, FLIR technology shows promise for improving the precision and speed of wildlife surveys. Compared to human observation, FLIR can increase ungulate detection rates by as much as 200%, greatly increasing the precision of statistical density estimators. Higher operating altitudes permit FLIR methods to cover large areas with fewer flight hours and provide a much safer flight profile.
Further, sympatric species can be simultaneously sampled with appropriate designs, potentially reducing flight requirements, costs, and associated risks to personnel. FLIR imagery, given sufficient resolution, may also permit simultaneous disease surveillance in large ungulates. Therefore, TPWD would like to conduct multiple FLIR surveys to effectively evaluate this methodology for big game population monitoring.
3. SOLICITATION METHOD AND INTENT
3.1. The Request for Proposal (RFP) solicitation method allows a qualified respondent to submit a written proposal addressing pricing, qualifications, experience, location, availability, approach and other factors that will be employed to ensure successful accomplishment of the requirements set forth herein. TPWD will review, compare and evaluate responses based on the criteria and weights identified in this RFP.
3.2. It is TPWD’s intent to award one (1) contract determined to be best value to complete services described herein. It is TPWD’s sole discretion to determine best value.
3.3. Response Period: Responses shall be binding for a period of sixty (60) business days from bid due date.
No other costs, rates, or fees shall be payable to the Successful Respondent unless expressly agreed upon in writing by TPWD
4. CONTRACT TERM
4.1. Initial Contract Term: The contract shall commence on date of Award and continue through August 31, 2028, unless sooner terminated under the terms of the contract.
4.2. Renewal Options: Contract may be renewed for up to three (3) additional one (1) year periods, provided both parties agree in writing to do so, based on funds availability and vendor performance. Any renewal shall be at the same terms and conditions, plus any approved changes. If the contract is renewed under this option, the Contractor shall be given written notification of the period in which the services shall occur.
4.3. Contract Extensions: In the event that contract, if any, resulting from the award of this RFP shall terminate, or be likely to terminate prior to the award for a new contract for the identified services herein, TPWD may, with the written consent of the awarded Contractor, extend the term of the contract for a period of time as may be necessary to permit TPWD continued supply of the identified services herein
RFP No. 802-26-74009 Page 5 of 50
(not to exceed a twelve (12) month extension period). Any extensions shall be at the same terms and conditions, plus any approved changes.
4.4. Amendments: The contract may be amended in writing by mutual consent of the parties by the issuance of a contract amendment document. Any amendments shall be within the original scope of services outlined herein and may not substantially alter the original specifications herein.
4.5. Quantities: Quantities listed are projected order quantities. TPWD reserves the right to increase or decrease quantities prior to award depending on bid results and budget constraints. Unless this RFP states otherwise, the resulting contract does not guarantee a volume or commitment of funds. TPWD will only pay for actual services performed.

Every year a number of random transects of varied length are created within each mule deer monitoring unit to be flown for survey purposes.
The High Monitoring Unit is over 2 million acres in size; however, only about 30 transects of varied length from ten to fifteen (10–15) miles long will be flown during surveys within this area. Approximately 15 transects of varied length from fifteen to
RFP No. 802-26-74009 Page 8 of 50 twenty (15–20) miles long will be flown in the Medium Monitoring Unit. This unit is smaller in acreage than the High Monitoring Unit at about eight hundred thousand (800,000) acres. Transects in both areas can be flown out of Alpine, Fort Stockton, or Sanderson, Texas, depending on logistics. Surveys should estimate mule deer, white-tailed deer, elk, and aoudad on these transects and focus classifications on deer, especially during daylight hours. Also, differentiating between mule deer and white-tailed deer is essential and there is an abundance of both species within these areas.
