The water feature includes arching/vertical nozzles, lighting, perimeter weir overflow, VFD-controlled pumps, automated PLC/DMX control systems, filtration, UV sterilization, and supporting MEP infrastructure in accordance with Division 13 10 00 Water Features specifications. The RFQ was issued on May 15, 2026, with a pre-submittal conference scheduled for May 26, 2026, at 2:00 PM CST. Qualifications must be submitted by June 15, 2026, at 2:00 PM CST via UT Box. Short-listed firms will be notified approximately June 26, 2026, with interviews conducted between June 29–July 3, 2026. No site visit is required for this RFQ.

The Preliminary Project Cost for the overall Capital Improvement Project is $35,000,000, with a Construction Cost Limitation of $26,600,000 for the CIP project Architect/Engineer; the water feature construction cost is estimated at approximately $4,000,000. The Professional Services Provider must carry professional liability insurance with minimum limits of $1,000,000 each claim and $2,000,000 aggregate for projects with total costs less than $50,000,000. The RFQ is a two-step selection process: Step I ranks the two most qualified respondents based on specified criteria, and Step II requests additional information from selected respondents. Subcontracting opportunities are deemed probable; therefore, a Subcontracting Plan is required as part of the qualifications, with specific requirements for Veteran Heroes United in Business (VetHUB) participation in accordance with Texas Government Code. The University reserves the right to reject any and all qualifications, divide the project into multiple parts, or abandon the project. The contract will be governed by the University's Standard Architect/Engineer Agreement, which includes provisions for dispute resolution under Texas Government Code Chapter 2260 and compliance with various state certifications and ethical requirements.

SECTION 2 – EXECUTIVE SUMMARY

2.1 HISTORICAL BACKGROUND:

Changes in size and density experienced by the main campus of the University of Texas at Austin over the years necessitated the elaboration of a series of successor campus master plans and plan updates for various aspects of the campus landscape. In 2015, the University of Texas System Board of Regents approved a master plan allowing the University to move forward with renovation of the Speedway Mall, now the campus’s main north-south axis. The renovation was completed in 2016.

This plan also included redesign of the East Mall, now the primary east-west artery of the main campus. As a part of the East Mall redesign, a new architectural water feature associated with the commemoration of the first undergraduates to integrate the University in 1956. The water feature is currently under construction as a part of a larger capital improvement project.

2.2 MISSION STATEMENT:

The University is an intellectual community whose primary missions are pedagogy, research and aesthetic creativity, as well as academic freedom in their pursuit.

The University’s symbolic landscape should be created, curated, managed and reimagined so as to best represent these primary missions as well as the University’s principles and its aspirations for the future caring intellectual community dedicated to public service. The campus environment supports the University’s missions, and the landscapes and architectural elements are intended to reflect the University’s values through thoughtful design, durability and long term performance.

2.3 PROJECT DESCRIPTION, SCOPE AND BUDGET:

The University is soliciting Qualifications from experienced water feature design professionals to provide independent technical oversight, construction administration support and commissioning services for an architectural water feature currently under construction as a part of The Precursors - We Are Texas, East Mall Phase I renovation project. The selected Respondent shall serve as a third-party technical advisor and Owner’s representative, assisting the University in verifying conformance with the Contract Documents, identifying and resolving technical and constructability issues, and supporting system performance through commissioning and project closeout. Design services are not required; however, the preferred Respondent must demonstrate extensive prior experience in the design and delivery of complex architectural water features sufficient to provide effective authoritative review and oversight throughout construction and commissioning.

Project description:

Scope of services shall be construction administration, technical oversight and commissioning services for the architectural water feature included in the Capital Improvement Project (CIP) 102-1501 East Mall Phase I renovation project. The installation is a non-interactive architectural fountain featuring arching/vertical nozzles, lighting, perimeter weir overflow, VFD-controlled pumps, automated PLC/DMX control systems, filtration, UV and supporting MEP infrastructure in accordance with 100% Construction Documents Division 13 10 00 Water Features (available at link provided in Section 2.7). The selected firm will act as a third-party owner’s representative, working directly for the Owner.

5/15/2026 ISSUANCE PAGE 10 OF 21
