About this file

This is Addendum #1 to Invitation for Bid (IFB) 2026-B12 issued by the Hays County Purchasing Office in San Marcos, Texas, for hot mix asphalt overlay paving services at Creeks Landing Subdivision. The addendum provides clarifications and responses to 25 bidder questions regarding project specifications, material requirements, and operational procedures. Key specifications clarified include the use of PG 64-22 binder for Type B and Type D Superpave mixes, acceptable RAP (reclaimed asphalt pavement) percentages of 20-25% for Type B and 15% for Type D, working hours of 7:00 AM to 7:00 PM, tack coat application rates between 0.04 and 0.14 gallons residual per square yard, and requirements for smooth tie-ins at subdivision driveways and intersections. The addendum confirms that all materials must be contractor-supplied as part of a turn-key installation, all milled materials become contractor responsibility for removal and haul-off, and temporary reflective tabs are not required. Acknowledgement of receipt of the addendum must be signed and returned with proposals, with failure to do so potentially resulting in rejection of the bid as non-responsive.

The addendum addresses administrative matters including confirmation that TxDOT pre-qualification is not required for this project as it is not in conjunction with TxDOT, pavement markings are being handled under a separate contract (IFB 2025-B12 Roadway Striping), seven-day advance message board notices are required on each project, and temporary tabs are not required. The document also provides updated contact information for the Hays County Purchasing Office, noting that the new address is 1901 Dutton Drive, Suite E, San Marcos, Texas 78666 (effective the week of June 1, 2026), and the official procurement email is purchasing.bids@hayscountytx.gov. The County Transportation Department will adjust manhole expectations and finalize working hour requirements during the pre-construction meeting.

Questions & Answers

Questions:

1. What binder should be used on this project?

• For the PG Binders for the Type B and the Type D Superpave, PG 64-22 is good for both mixes.

2. Will there be a material transfer device (shuttle buggy)?

• A shuttle buggy is not required but preferred.

3. What is the acceptable amount of RAP (reclaimed asphalt pavement)?

• For Type B, 20% to 25% is acceptable.

• For Type D Superpave, 15% is acceptable.

4. Are we required to pay for testing?

• Yes, testing is part of the contract.

5. What are the work hours?

• 7:00 AM – 7:00 PM.

• Some jobs may require different working hours but those will be established by the

County during the pre-con meeting.

6. On all jobs are you wanting B Mix down each night/day?

• Yes, the roads need to be drivable overnight as there will not be road closures.

7. What are the expectations for manholes?

• Try to match what is already there (Guadalupe-Blanco River Authority).

• The County Transportation Department has been tasked with the maintenance/repairs of manholes in the project area.

• The County will adjust the expectations as needed prior to the NTP being issued.

8. What type of D Mix overlay should be used?

• Superpave for all D Mix overlays.

9. Do any of the projects have ride quality testing on them?

• No.

10. Does the County want the removed road materials?

• No, all milling is to be removed and hauled off by the vendor.

11. Jacobs Well Curve – Vendor Eligibility A few months ago we submitted a bid for the Jacobs Well Curve project, but our proposal was not accepted. We are now an approved TxDOT vendor and would like to confirm that we are eligible to bid this project and that our proposal will be considered.

• This project is not in conjunction with TxDOT, therefore vendors do not need to be pre-qualified by TxDOT.

12. Striping Scope We did not see striping items included in the bid documents. Will pavement markings be issued under a separate contract, or should we anticipate an upcoming addendum?

• The County is currently under contract for roadway striping services, pursuant to IFB 2025-B12 Roadway Striping.

13. RAP Allowance in Surface Mixes Please confirm whether RAP is permitted in the SP TY-D PG 70-22 surface mix and the TY-B PG 64-22 mix per TxDOT specifications for these projects.

• See Question 3.

14. Prime or Tack Coat Requirements Is tack required on all milled areas prior to placement of

TY-B? If so, please provide the required application rate per SY.

• Yes, the exact residual rate per project will be based on surface conditions. Application rate can be adjusted between .04 and .14 Gal residual per SY.

15. Working Hours What are the allowable working hours for each project, including any restrictions related to school zones, noise ordinances, or local traffic control requirements?

• See Question 5.

16. Disposition of Millings Will the millings become county property, and if so, please provide the designated stockpile location. If not, please confirm that the millings become the property of the contractor.

• See Question 10.

17. Temporary Tabs Are temporary tabs required on the TY-B lift and again on the final surface course upon completion?

• Temporary reflective tabs are not required for this project.

18. The above project, and the other six projects advertised for letting on June 8th, are described in the scope for the contractor to handle all the removal, trucking, and installation, but they do not mention supplying the materials. Will the County be supplying the materials?

• No, per Section E. Attachment A: IFB 2026-B12 Bid Form, “Pricing per ton should include a turn-key install and include all costs of the project.”

• Your bid should be all inclusive.

19. Please provide the PG Oil Type required for the Type B HMAC and Type D Superpave.

• See Question 1.

20. What are the expectations for driveways and outlets to public roads?

• It is expected that the Contractor provide smooth tie-ins at all subdivision driveways as well as at the intersection with Goforth Road.

• There are 6-7 concrete/brick driveways in the subdivision, and the others are gravel.

21. Will this project interfere with any other road project in the subdivision?

• No, but the Transportation Department is currently doing some level-ups and depth repairs.

22. Hi, I am writing to request the PREBID SIGN IN sheet and/or the PLANHOLDER's LIST for the referenced project.

• Please see the attached pre-bid meeting sign-in sheet.

• We do not download the Planholder list prior to the bid closing as it can change by the second.

23. Are Message Board 7-day advance notices required on each project?

• Yes

24. We’re reporting on several projects from Hays County where the docs show Hays County

Purchasing office as being located at 1901 Dutton Dr., Suite E, San Marcos, TX 78666, but our system has the same address that appears on the County website: 712 S. Stagecoach Trail Ste 1012, San Marcos, TX 78666. Could you please tell me which address is correct?

• The address in the solicitation is our new address effective next week.

25. We’ve also been seeing two different Purchasing emails appear on projects such as purchasing@hayscountytx.gov and the most recent one purchasing.bids@hayscountytx.gov”.

Can you also please verify which is the correct one to use?

• Purchasing.bids@hayscountytx.gov is the new formal procurement email, however the email identified in the procurement document is the one that should be utilized for any communication related to the procurement.
