About this file
This is Addendum #1 to Invitation for Bid (IFB) 2026-B13 issued by the Hays County Purchasing Office in San Marcos, Texas, for hot mix asphalt paving services on Fairview Road. The project involves milling 5 inches of existing pavement and replacing it with 5 inches of Type B hot mix asphalt on approximately 1,500 square yards, followed by a 2-inch overlay of Superpave Type D hot mix asphalt on approximately 500 tons. Work scope includes utility locates, repairs to utilities damaged during milling, tack coat application, quality assurance and control sampling and testing, and post-paving cleanup and traffic control. A mandatory pre-bid meeting was held on May 27, 2026 at 9:00 AM at the Hays County Transportation Department in Kyle, Texas, with sealed proposals due by June 8, 2026 at 3:00 PM. Award is anticipated for July 2026, with all work required to be completed no later than September 25, 2026. Work hours are 7:00 AM to 7:00 PM, though the County may establish different hours during the pre-construction meeting.
The addendum clarifies that bidders must submit all-inclusive, turn-key pricing on a per-square-yard and per-ton basis with all project costs included; the County will not supply materials. Acceptable specifications include PG 64-22 binder for both Type B and Type D Superpave mixes, with RAP content of 20 to 25 percent for Type B and 15 percent for Type D. A shuttle buggy is preferred but not required. The County retains all milling materials, and tack coat application rates range from 0.04 to 0.14 gallons residual per square yard based on surface conditions. A 5 percent bid bond is required at submission, with performance and payment bonds each equal to 100 percent of the contract price due within ten days of award. Liquidated damages of $500 per calendar day apply if work is not substantially completed by the September 25, 2026 deadline. The County's new purchasing office address is 1901 Dutton Drive, Suite E, San Marcos, Texas 78666, and all inquiries should be directed to purchasing.bids@hayscountytx.gov.

• This project is not in conjunction with TxDOT, therefore vendors do not need to be pre-qualified by TxDOT.
14. Striping Scope We did not see striping items included in the bid documents. Will pavement markings be issued under a separate contract, or should we anticipate an upcoming addendum?
• The County is currently under contract for roadway striping services, pursuant to IFB 2025-B12 Roadway Striping.

• See Question 3.
16. Prime or Tack Coat Requirements Is tack required on all milled areas prior to placement of

17. Working Hours What are the allowable working hours for each project, including any restrictions related to school zones, noise ordinances, or local traffic control requirements?
• See Question 5.

• See Question 10.
19. Temporary Tabs Are temporary tabs required on the TY-B lift and again on the final surface course upon completion?
• Temporary reflective tabs are not required for this project.
20. The above project, and the other six projects advertised for letting on June 8th, are described in the scope for the contractor to handle all the removal, trucking, and installation, but they do not mention supplying the materials. Will the County be supplying the materials?
