About this file

This is Addendum 1 to a Request for Qualifications (RFQ 724-2612-SF) issued by the University of Texas at El Paso Department of Purchasing and General Services for Architectural Design Services for Renovation and Repair Projects of Limited Scope. The addendum, dated May 27, 2026, clarifies eight questions and responses regarding the solicitation requirements. The original RFQ submission deadline is June 1, 2026, at 3:00 p.m. MST. Key clarifications include confirmation that only architectural design firms may lead the primary project scope, with MEP and specialty engineering design services to be solicited separately later in the year. Respondents interested in submitting qualifications for both the primary Architectural Design Services and the optional alternate Project Management Services must include both responses in a single submittal with clear indication of which scope each response addresses. A firm selected for both services may perform project management on projects designed by other architectural firms, subject to the project's specific needs and potential conflict-of-interest considerations.

The addendum provides corrected links and administrative guidance, including the updated HUB Subcontracting Plan forms link (https://comptroller.texas.gov/purchasing/vendor/hub/forms.php) and directs HUB-related inquiries to Benjamin Alvarez, HUB Coordinator, at baalvarez@utep.edu. For financial stability documentation, firms may submit bank reference letters or bank statements in lieu of audited financial statements. Confirmation of State Registration of Architecture Firms compliance via firm number is acceptable rather than submission of full certificates. All proposals must electronically acknowledge receipt of this addendum or risk non-consideration. Technical inquiries should be directed to Sofia Fons, CTCD Technical Buyer, at sfons@utep.edu or (915) 747-5338. Solicitation documents and addendums are accessible through the Miner Mall Sourcing Manager website at https://adminapps.utep.edu/sourcing/login.html, which requires vendor registration.

QUESTION RESPONSE

1 Can a MEP engineering firm lead this project?

This is strictly for architectural design services.

The University will be soliciting qualifications from firms to provide engineering design services (including MEP) and specialty design services later this year

Section 1.13.2 references the editable HUB Subcontracting Plan forms at the following link:

http://www.utsystem.edu/hub/hubforms.html However, the link does not appear to be working. Could you please provide the updated link or advise where the forms may be accessed?

A separate Addendum will be posted with instructions.

Regarding Sections 1.20 and 1.21, should respondents include the State Registration of Architecture Firms and Engineering Firms certificates within the submission, or is providing the registration numbers sufficient?

Confirmation of compliance (i.e. Firm number) is sufficient

Under Section 2.3.2, if a firm is interested in providing both Project Management Services and Architectural Design Services, should qualifications for both services be submitted together within one response or separately?

If you intend to respond to the Alternate, please include it in your submittal and clearly indicate that the response is for the

Alternate

RFQ 724-2612-SF

Section 3.2.2 requests the three (3) most recent audited financial statements documenting the firm’s financial stability. In lieu of audited financial statements, would a bank reference letter or bank statement be acceptable?

Yes

For questions related to the HUB Subcontracting Plan requirements and forms, could you please advise who we should contact or coordinate with?

Benjamin Alvarez, Director, HUB Coordinator baalvarez@utep.edu

Can a single firm submit qualifications for both the Architectural Services scope and the Optional Alternate Project Management Services scope under this RFQ and be eligible for selection to both IDIQ lists?

If so, please confirm whether a firm selected for both services may:

1. Perform Project Management Services on projects designed by other firms within the Architectural IDIQ list; and

2. Be excluded from providing PM services on projects where that same firm is serving as the Architect of Record, in order to avoid a conflict of interest.

If you intend to respond to the Alternate, please include it in your submittal and clearly indicate that the response is for the

Alternate.

1 & 2. Subject to the project's need

Would it be permissible for our team to submit qualifications for both the Architectural Design services and the Program Management Services portions of the RFQ?

See response to Question #4
