ESBD Addendum 01 – Questions and Answers Summary

This addendum document provides clarifications and responses to written questions submitted by potential bidders regarding the Texas Parks and Wildlife Department's (TPWD) Request for Offers (RFO) for an Americans with Disabilities Act (ADA) Cloud-hosted Software System. The RFO seeks a Software as a Service (SaaS) solution capable of managing ADA compliance tracking across 120 sites and 3,000 facilities statewide, with support for up to 70,000 data points. Key response deadlines include written questions due May 15, 2026, at 2:00 PM CT, and offer submissions due May 22, 2026, at 2:00 PM CT. The initial contract term commences upon award and continues through August 31, 2027, with renewal options for up to four additional one-year periods subject to mutual written agreement. The solution must integrate with TPWD's existing Facility Asset Management System (FAMS) and Microsoft Outlook, include mobile applications for iOS and Android, and meet TX-RAMP Level I Certification requirements by January 1, 2024, or maintain Provisional Certification for up to 18 months.

The evaluation process employs a weighted scoring system prioritizing technical approach (20%), project work plan (20%), qualifications and experience (20%), and pricing (40%), with potential Phase II oral presentations and demonstrations for top-ranked respondents. Respondents must demonstrate more than three years of experience providing SaaS cloud-based systems and submit comprehensive documentation including itemized pricing schedules, Service Level Agreement samples, TX-RAMP certification documentation, and a Voluntary Product Accessibility Template (VPAT). Additional requirements include compliance with Texas Administrative Code Section 202 for data security, annual penetration testing, disaster recovery planning with 24-hour recovery capability, and liability insurance of at least $2 million general aggregate with TPWD named as additional insured. The RFO does not specify a predetermined budget range or award value; pricing shall be submitted on a unit basis for evaluation purposes, with final contract value determined based on TPWD's requirements and the successful vendor's pricing proposal.

ADDENDUM

Addendum Number: 01 Date: 05/18/2026 Solicitation Number: 802-26-70672 Solicitation Title: ADA Compliance Software Due Date/Deadline: May 22, 2026; 2:00PM CT Purchaser: Allye Potter

PURPOSE OF ADDENDUM: CLARIFICATIONS

Except as provided herein, all Terms and Conditions of the document referenced herein remain unchanged and in full force and effect. The following are specifications to this solicitation. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your response.

Questions and Answers

1. Question: "Must be an independent, dedicated facilities ADA compliance tracking solution. The software shall not be an 'add-on' to an asset management system of any kind." Question: Does this requirement preclude a solution offered by the same vendor as TPWD's existing FAMS, provided the ADA solution operates as a fully standalone platform with its own data model, workflows, and reporting? Would an optional API integration with FAMS constitute an "add-on" relationship under this definition?

Answer: No - as long as the operation meets all other requirements and can be operated independently. The ability to synch with FAMs is not required but preferred.

2. Question: "Must have the ability to store agency asset information, including barrier identification, GPS location with GIS capabilities, asset age, priority, cost, and work order management." Question: Beyond barrier identification and GPS/GIS location, are vendors expected to support quantitative measurement fields (e.g., slope percentage, path width) and condition indicators (e.g., tactile dome condition, surface damage logging)?

Are these required, preferred, or out of scope?

Answer: Required - there must be space to manually record this data if not provided by vendor.

3. Question: "The solution must generate a Transition Plan Report as defined under the ADA Title II (35.150 Existing Facilities)." Question: Must the Transition Plan Report conform to a specific state or federal template, or will TPWD provide a template during implementation? What file format(s) are required for export (e.g., PDF, Excel, Word)?

Answer: Templates models are publicly available, and TX does not have a stand-alone required version.

TPWD can assure template covers correct info and all listed formats are required for export, including PDF, Excel, and Word.

4. Question: "Shall provide links in real-time to TPWD GIS programs." Question: Which GIS platform(s) must the solution integrate with (e.g., Esri ArcGIS, ArcGIS Online)? Does "real-time links" require bidirectional data synchronization, or is real-time GIS visualization of data stored in the ADA solution sufficient?

Answer: Yes- both

Addendum 01

5. Question: "Shall have an accompanying mobile application that works offline... compatible with both iOS and native Android platforms." Question: Is the ability to capture new assessment records — including photos and GPS coordinates — while fully offline, with automatic sync upon reconnection, a required or preferred capability? Are there minimum OS version requirements TPWD will prescribe?

Answer: Required- as far as min OS version requirements, TPWD will prescribe if needed.

6. Question: "TPWD seeks a cloud-based, end-to-end solution to manage 120 sites, 3,000 facilities, and up to 70,000 data points." Question: Does each "data point" represent an individual asset/barrier record, an inspection event, or an individual attribute field within a record? Will TPWD provide an existing asset inventory or data export to assist vendors in scoping implementation effort?

Answer: Yes- each data point (70,000) represents an individual asset/barrier record, and/or an inspection event. Yes, TPWD will provide an existing asset inventory with expectation data will be uploaded into new system.

7. Question: Will TPWD accept TX-RAMP provisional certification in Exhibit H while Level I certification is in process, consistent with Section 3.1?

Answer: Yes, but certification must be current and a copy provided before the start of service.

8. Question: Please identify TPWD’s Facility Asset Management System (FAMS), available API/import/export methods, and expected integration depth for initial go-live.

Answer: This information will be made available to the awarded vendor.

9. Question: For Microsoft Outlook integration, does TPWD require direct calendar object creation, email notifications, Microsoft 365/Graph integration, or another workflow?

Answer: This is a preferred feature but not required. Specifics will be available to the vendor awarded.

10. Question: For real-time links to TPWD GIS programs, does TPWD expect ESRI feature services, CSV/shapefile export, REST/API integration, embedded map links, or another mechanism?

Answer: A feature service or REST/API for web map or dashboard use and for mobile data collection. Need to be able to export collected data as CSV/Shapefile with latitude and longitude.

11. Question: Should in-person onboarding travel and lodging be included in fixed base pricing, separately itemized, or reimbursed under TPWD travel rules?

Answer: If not offered as part of the cost of implementation, please itemize the pricing. This should only be a cost incurred in Year 1.

12. Question: Does the two-page maximum apply only to Exhibit F narrative, or does it also limit referenced attachments such as security documentation, SLA, VPAT, and detailed compliance matrices?

Answer: The maximum only applies to the narrative portion.

Addendum 01

13. Question: If we have a TX-Ramp certification from 2021 is that allowed for submitting the RFO? /is the requirement needed for the time being?

Answer: Yes, but certification must be current and a copy provided before the start of service.
