About this file

This addendum to Solicitation 6-811-001 is issued by the Texas School for the Deaf (TSD) in Austin, Texas, regarding a Third Party Medicaid Provider procurement. The solicitation seeks a qualified vendor to provide comprehensive Medicaid billing and collection services, including claims submission, eligibility verification, and revenue cycle support. The vendor must demonstrate proven experience and expertise specifically in Texas, with working knowledge of Medicaid rate structures, regulations, and timelines within school districts of comparable size to TSD. Key service requirements include assisting with Medicaid enrollment by advising TSD staff on best practices for identifying and recording eligible students in required systems and databases, integrating with the Frontline system to process exported health service data files for claims development, and providing end-user training on various systems and modules as needed. The proposal submission deadline is May 26, 2026, with no extension granted to accommodate the question-and-answer period. Vendor staff are expected to be present on campus as needed to support training and system implementation.

The addendum addresses critical operational questions regarding pricing structure, service delivery, and system integration. TSD indicated that respondents may employ any combination of three pricing options outlined in the exhibits—flat fees for MAC or cost reporting and itemized costs for monthly direct service billing—allowing vendors flexibility to present the best value proposition. Vendors must address reporting capabilities and service level commitments aligned with state standards. The solicitation does not specify incumbent vendor information or current contract baseline metrics within this addendum; however, vendors seeking historical reimbursement data for MAC claims, monthly direct service payments, and annual cost reports must submit requests in accordance with the Texas Open Records Act. All bidders must acknowledge receipt of this addendum by returning a signed copy with their bid submission by the May 26, 2026 deadline.

The following are specifications to this solicitation. This Addendum should be attached to and shall form a part of the referenced solicitation document and any resulting awarded contract(s) and may be considered in your bid.

PURPOSE OF ADDENDUM: QUESTION AND ANSWERS

Question: Would TSD consider extending the proposal submission deadline to allow vendors adequate time to incorporate responses provided during the Q&A period into their proposals?

Answer: No, TSD will not be extending the submission deadline as TSD has to maintain its workload schedule as posted and has allotted time for such preparation per the RFP schedule.

Question: Will TSD accept demonstrated experience performing similar services for school districts of comparable size located in other states?

Answer: No. The section specifically states, " Contractor must have proven experience and expertise in Texas for developing and implementing a direct service SHARS program with a working knowledge of Medicaid rate structures, timelines, regulations in an agency or independent school district (ISD) of comparable size to TSD."

Question: Can TSD clarify the specific activities the vendor is expected to perform in order to “assist with Medicaid enrollment”?

Answer: Advise TSD staff, as needed, of best practices in verifying Medicaid eligible students are properly identified and recorded in required systems, databases and reports, if necessary and as appropriate, as it relates to SHARS and MAC programs.

Question: Can TSD provide additional clarification regarding integration with Frontline? Specifically, are providers entering health service data into Frontline for the vendor to process for claims, or is Frontline primarily used to store IEPs and related documentation that supports claim development?

Answer: Health Center staff are capturing student health information in Frontline currently. An export file (in .csv or .pdf format) is then expected to be sent to a system provided by the selected vendor for further processing and used as part of the development of a qualifying claim.

Question: How frequently are vendor staff expected to be present on campus?

Answer: As needed to properly provide and maintain end user training on various systems or modules needed to compile accurate and comprehensive qualifying claims.

Question: Does TSD have a preferred pricing option?

Answer: Each respondent may use any of the three options outlined on the exhibit page.

Question: Does TSD prefer that costs associated with monthly direct service billing be included within the flat fee for MAC or Cost Reporting, or should these costs be itemized under the “Other” category?

Answer: As a potential respondent it is your responsibility to provide the best product with the best value for what meets the requirements for the project as each respondent may use any of the three options, or a combination of the three options, to accurately convey their requested pricing structure.

Question: Can TSD provide the total reimbursement amounts for the past three years for the following: MAC claims, monthly direct service payments, and annual cost reports?

Answer: Any information related to current and/or prior contracts must be requested in accordance with Texas' Open Records Act.
