About this file
This is a Request for Proposal (RFP) solicitation document issued by the State of Texas for third-party Medicaid billing services. The RFP seeks qualified vendors to provide comprehensive Medicaid billing and collection services, including claims submission, eligibility verification, payment posting, denial management, and revenue cycle support. The solicitation requires respondents to demonstrate experience in healthcare billing, knowledge of Medicaid regulations, and capability to integrate with existing state systems. The submission deadline is specified in the solicitation document, with evaluation criteria focusing on vendor qualifications, pricing competitiveness, technical capacity, and past performance in similar engagements. The contract term and any renewal options are outlined within the proposal requirements, establishing the period for which the selected vendor will provide ongoing billing services to support the state's Medicaid operations.
The pricing structure requires vendors to submit detailed fee schedules for services rendered, which may include percentage-based collections fees, per-claim processing fees, or hybrid compensation models. The state may have designated set-asides for certified businesses or specific vendor categories. Incumbent vendor information and current service baseline metrics are provided to establish performance benchmarks. Funding for this contract derives from the Texas Medicaid program budget, with amounts and sources detailed in the fiscal provisions of the RFP. Vendors must address their ability to meet compliance requirements, maintain data security, and provide reporting capabilities aligned with state standards.
