About this file

This addendum to Solicitation HHS0017054 contains vendor questions and responses regarding lead sample analysis services for the Texas Department of State Health Services (DSHS) located in Austin. The solicitation seeks a CLIA-certified laboratory to analyze environmental samples collected by DSHS investigators, including paint chips, soil, dust, food/spices, and cosmetics from residences of children with elevated blood lead levels. The vendor must maintain EPA-recognition through the National Lead Laboratory Accreditation Program (NLLAP) and capability to perform multiple specialized testing methods including Flame Atomic Absorption (SW-846 7000B), Graphite Furnace Atomic Absorption, TCLP, TTLC, STLC, TSP Lead testing, and ICP/ICP-MS analyses. Services must be available Monday through Friday, 8 a.m. to 5 p.m. Central Time, with four-hour response times during business hours and one-hour emergency response times, with results delivered within 24 to 48 hours. The IFB questions deadline was May 27, 2026, with responses posted May 29, 2026. Bid responses are due June 11, 2026, at 10:30 a.m. Central Time, with an anticipated contract start date of September 1, 2026, for an initial one-year term through August 31, 2027, followed by two optional one-year renewals and potential extension for one additional year.

The addendum clarifies that vendors must not subcontract the laboratory analysis portion to external certified reference laboratories such as Quest Diagnostics or LabCorp; DSHS investigators handle sample collection, and the vendor is required only to provide CLIA certification for analysis. Bidders must submit firm, fixed unit pricing on the provided pricing sheet with acceptable ranges between $0.01 and $85,000.00 per unit for both regular business hours and emergency after-hours services. All respondents must comply with comprehensive HHS requirements including a mandatory HUB Subcontracting Plan (with a 26.0% statewide utilization goal for contracts valued at $100,000 or more), E-Verify employment verification, cybersecurity training, and background checks on all contractor personnel at the contractor's expense. Additional documentation requirements include two years of relevant experience, three verifiable references for similar contracts completed within the past three years, and proof of required insurance coverage. The HHSC reserves the right to award to the bidder offering the best value based on meeting or exceeding requirements, ability to perform, and price rather than automatically selecting the lowest-priced bidder, and the contract involves no guaranteed volume of work with compensation subject to appropriations and fund availability.

PCS 134 HHS Responses to Questions

Solicitation Title: Lead Sample Analysis Services for the Department of State Health Services located in Austin, TX.

Solicitation Number: HHS0017054

# Reference Question Response

1.

I would like to inquire whether vendors may subcontract the laboratory analysis portion of services to a CLIA-certified reference laboratory, such as Quest Diagnostics or LabCorp, while serving as the contracting vendor for specimen collection, handling, and related services.

No, our investigators are responsible for collecting samples, and they have been properly trained to handle this task. What we require from a vendor is certification (CLIA) to analyze the samples we collect, rather than to collect them.
