About this file

This is Addendum 1 to Invitation to Bid 26-4090-08 issued by Burnet County, Texas for comprehensive fuel management services. The procurement seeks qualified vendors to supply unleaded and diesel fuel through two categories: on-site local delivery to Precinct #1 Barn and off-site fuel supply at stations throughout Texas. The initial contract term is two years with an option to renew for two additional years if pricing remains unchanged. Questions must be submitted by May 8, 2026, at 5:00 PM CST, with sealed bids due May 19, 2026, at 10:30 AM CST. Bidders must provide fuel management and automation systems capable of tracking individual vehicle usage and issuing fuel dispensing cards limited to gasoline and oil purchases, along with mandatory weekly and monthly reporting detailing fuel consumption by vehicle, mileage, cost per mile, and automotive-related purchases. The County anticipates purchasing approximately 170,000 gallons annually for off-site fueling; on-site fueling quantities are currently unknown.

Pricing shall be structured as a firm differential above the Oil Price Information Services (OPIS) Pad 3 Report for Austin, Texas, expressed as a four-decimal-place dollar amount per gallon on either a positive or negative basis, with the differential including all service, delivery, and fuel management system costs but excluding taxes. Current fuel incumbents are Fuelman and Mansfield Oil Company (a third-party fuel supplier). On-site delivery at Precinct #1 Barn consists of three Centeron tanks with 8-foot maximum capacity: one for unleaded fuel and two for diesel. Qualified vendors must possess Workers Compensation Insurance and Commercial General Liability Insurance with minimum limits of $500,000 per occurrence and $1,500,000 aggregate. Off-site bidders must demonstrate adequate access to fuel stations statewide and ensure fuel meets KOCH Material Safety Data Sheet requirements #5465 and #5466. Monthly invoicing with payment due within 30 days is the standard billing arrangement, and the County reserves the right to terminate the contract for unsatisfactory performance with 24 hours' notice.
