About this file
This Addendum 1 document, issued by the Texas Commission on Environmental Quality (TCEQ), provides vendor questions and answers for Solicitation 582-27-23154 regarding Print on Demand and Fulfillment Services. The TCEQ seeks a qualified contractor to provide warehousing, inventory management, and fulfillment services for approximately 200 to 250 publication items annually, including publications, posters, promotional items, and forms. The contractor must maintain a warehousing facility within 25 miles of TCEQ Headquarters in Austin, Texas, and process a minimum of 98 percent of valid domestic orders within two business days. The vendor question submission deadline was May 12, 2026, with proposals due May 29, 2026, at 2:00 PM Central Time. The contract period commences September 1, 2026, and expires August 31, 2028, with three optional one-year renewal periods available. Respondents are required to acknowledge receipt of this addendum by signing and dating the cover page and including it with their response; failure to do so may result in proposals being deemed non-responsive.
Pricing shall be firm and fixed, submitted on a detailed price form covering startup and implementation fees, system access, warehousing charges per pallet and bin locations, inventory management, print-on-demand production, and order fulfillment services. The TCEQ has determined that no HUB Subcontracting Plan is required, as the anticipated total contract value, including all renewals, is less than $90,000. The procurement is funded with federal funds, and the contract is open to all qualified vendors meeting specified requirements, with no set-aside designations restricting participation. Liquated damages apply for failure to meet established performance standards, assessed as percentages of monthly fulfillment charges or storage fees. The addendum specifically directs vendors to the Order Fulfillment section of the Scope of Work and the Responder General Instructions for details regarding packaging and bid structure requirements.

Vendor Questions and Answers
1. Would vendors be expected to provide their own packaging for fulfillment? Also, how do you typically prefer bids to be structured—for example, priced per item with individual shipping, bulk shipment to a central location, or another format?
A: Packaging is addressed in the Order Fulfillment section of the Scope of Work and submission instructions are addressed in the “Responder General Instruction” but it is recommended to read the entire solicitation to comply with all requirements that are specific to the request.
