About this file

This is a specifications and requirements document (Attachment F) for Invitation for Bid (IFB) No. 304T-26-325M2.1 issued by the Texas Comptroller of Public Accounts Statewide Procurement Division for animal feed, vitamins, and supplements. The products will be supplied to the Texas Department of Criminal Justice (TDCJ) and the Department of Public Safety (DPS). The IFB encompasses 26 line items covering a diverse range of feed products including cottonseed hulls, yellow corn, coastal bermuda hay, alfalfa hay, cattle grower mixed feed, sow gestation premix, starter basemix for nursery pigs, soy hull pellets, bulk liquid feed for beef cattle, grower basemix for pigs, cattle mineral supplements, and cattle mineral supplements with methoprene. Deliveries are specified to multiple TDCJ facilities across Texas including Wainwright Unit, Coffield Unit, Clemens Unit, Ramsey Unit, Wallace Pack Unit, Buffalo Ranch, and Ellis Unit. Products will be ordered by the ton or per bale, with bulk liquid feed deliveries requiring 280-gallon polypropylene lick tanks to remain the contractor's property throughout the contract term.

All TDCJ products must comply with restrictions on Restricted Use Protein Products (RUPP) as defined under 21 CFR part 589.2000. Pricing is structured as firm with no escalation, with prices calculated per ton as specified in the IFB pricing structure. Detailed guaranteed analysis requirements are provided for each product line, specifying minimum and maximum percentages for crude protein, crude fat, crude fiber, and various minerals and vitamins. Specific ingredient compositions are mandated for premix products, with particular attention to phytase activity, dietary fiber sources, and vitamin fortification levels. Packaging requirements vary by product, including double-walled, plastic-lined bags ranging from 38 to 60 pounds depending on the product type. All products must conform to Texas Agriculture Code Chapter 141 standards for commercial feed, and contractors must possess appropriate licensing. For cattle mineral supplements with methoprene (lines 25-26), daily consumption is calculated using a formula based on recommended consumption of 2.00 to 4.50 ounces per head per day for 1,100-pound cattle.
