About this file

This Addendum No. 1 is issued by the Texas Comptroller of Public Accounts Statewide Procurement Division in response to bidder questions for Invitation for Bids No. 304T-26-652A1.3, with the Texas Department of Criminal Justice as the primary customer. The solicitation covers seven personal hygiene product line items including antifungal powder, shaving cream, hairbrushes, antibacterial bar soap, panty liners, sanitary napkins, and tampons for statewide delivery to multiple Texas locations. The response due date for bids is May 26, 2026, at 1:30 p.m. Central Time, with the initial contract term running from the Notice of Award effective date through August 31, 2027, and two renewal options extending through August 31, 2029. The addendum clarifies critical procurement details including that the Texas Comptroller of Public Accounts does not guarantee minimum order quantities, allows flexibility in internal packaging configurations within case requirements, and requires sample submissions prior to the bid response deadline for evaluation purposes. Historical volume data from the mandatory price sheet indicates annual quantities across all delivery locations, with sanitary napkins requiring 18,192 cases per the contract specifications.

The addendum addresses six bidder questions covering purchase order frequency, volume per purchase order by delivery area, product specifications such as sanitary napkin wing requirements, packaging flexibility within case counts, sample submission timing, and shipment quantity details. Key clarifications include confirmation that sanitary napkins must be non-wings specification per Attachment F, that case packaging of 288 pads may contain smaller internal packs without constraint, and that respondents must acknowledge receipt of this addendum by signing and returning it with their response, with failure to do so potentially resulting in disqualification. The procurement maintains the requirement for firm, all-inclusive fixed pricing including shipping and fuel surcharges, with a 1.5% Texas SmartBuy administrative fee, and respondents must maintain minimum commercial general liability insurance of $500,000 per occurrence.
