About this file
This is an Attachment F Requirements and Specifications document for Invitation for Bid (IFB) No. 304T-26-652A1.3 issued by the Texas Comptroller of Public Accounts Statewide Procurement Division for Personal Hygiene and Grooming Products. The solicitation encompasses seven line items: antifungal powder, shaving cream, hairbrushes, antibacterial bar soap, panty liners, sanitary napkins, and tampons with cardboard applicators. Each product line includes detailed specifications regarding active ingredients, container types, product sizes, and case quantities. For example, antifungal powder must contain 1-2% tolnaftate or miconazole in plastic cylinder bottles with shaker or screw-on lids, sized between 1-1.5 ounces per container with 20-24 bottles per case. Shaving cream must be 5-7 ounces in plastic tubes with flip-top lids, packaged 6-24 tubes per case, and formulated without ethyl, isopropyl, or methyl alcohol. Hairbrushes must be solid plastic block-style with nylon bristles, palm-sized with specific dimensional limits, and supplied in quantities of 72-288 per master case.
Respondents are required to submit one individual sample for each item offered, with all sample submission costs borne by the bidder; failure to submit samples may result in disqualification. Bar coding is mandatory for all Lines 1-4 products on both individual packages and cases, using UPCA, UPCE, or Code 3 of 9 formats for compatibility with Texas Department of Criminal Justice (TDCJ) scanners. Specific testing parameters are detailed for panty liners and sanitary napkins, which must undergo absorbency testing using colored water at defined flow rates to ensure the liquid does not penetrate through to the bottom or sides of the product. All items are quoted on a per-case basis as the unit of measure. The document references specific brand names as acceptable equivalents, including Rugby and Geri-care for antifungal powder, Amerfresh and Barbasol for shaving cream, and Bob Barker and Always for feminine hygiene products.
