About this file

This is a Solicitation Addendum Acknowledgement document issued by the Texas Health and Human Services Commission (HHSC) and Department of State Health Services (DSHS) for Invitation for Bids (IFB) HHS0016771 regarding comprehensive mosquito control aerial spray and fumigation services. The solicitation requests services to support public health emergency response statewide, encompassing aerial spraying, ground-based pesticide applications, mosquito surveillance, resistance testing, and operational mapping. Services include adult mosquito trapping with BG-Sentinel Traps and ABC Light Traps, development of surveillance and control maps, adulticide application via ground and aerial spraying, larvicide application, larval site inspections, truck-based larviciding, community-wide ULV spraying, backpack residual barrier spraying, and resistance testing of adult mosquito populations. Pricing is requested on a per-unit basis including per-trap-night, per-square-mile, per-acre, per-each, per-mile, per-gallon, per-test, per-day, and per-hour metrics. The deadline for submitting questions is May 8, 2026, the HSP courtesy review deadline is May 15, 2026, and the final bid response deadline is June 1, 2026 at 5:00 PM Central Time. The anticipated contract start date is September 1, 2026, with an initial one-year term and optional three-year renewal structure (September 1, 2027 through August 31, 2030) plus one additional extension year at the agency's discretion.

All bidders must submit required exhibits including the HHS Solicitation Affirmations (Exhibit A), Exhibit C Pricing Sheet, HUB Subcontracting Plan (Exhibit G), Bidder Reference Form (Exhibit D), and Form 4109 Texas Identification Number Application (Exhibit H), with failure to submit designated exhibits resulting in bid disqualification. Bidders must demonstrate Public Health Pest Control licenses from the Texas Department of Agriculture and pest control licensing under Texas Occupations Code Chapter 1951, maintain two certified pilots compliant with Federal Aviation Regulations Part 137, and possess two operational aircraft with ultra-low volume spray systems. Required insurance coverage includes workers' compensation, commercial general liability of $1,000,000 per occurrence, commercial automobile liability of $1,000,000, professional liability of $1,000,000, and umbrella liability of $1,000,000. Contractors must respond within 24 hours of notification and activate operations within 48 hours, with 24-hour contact availability and emergency response capabilities required. Historical spending for comparable services from September 1, 2021 through August 31, 2026 totaled $2,250,000, provided only as a guideline with no guarantee of volume or compensation. Award will be made to the bidder offering best value to the state rather than necessarily the lowest-priced response, with evaluation criteria including ability to meet all requirements, performance delivery capability, and pricing.
