About this file

This is a Bid Amendment No. 1 issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department in response to bidder questions regarding Invitation to Bid IW249053. The solicitation concerns a one-time purchase of IQF (Individually Quick Frozen) Diced Carrots totaling 30 truckloads (containing 1,350 cases per truckload at 30 lbs per case) to be delivered across three TDCJ facilities: Wynne in Huntsville, Texas (15 truckloads containing 20,250 cases), Palestine (8 truckloads), and Snyder (7 truckloads). The diced carrots will be used as a stand-alone side dish. The delivery schedule requires 14 loads across all three locations in May 2026 and 16 loads in June 2026. The bid opening date is May 8, 2026, at 3:00 PM. Bidders must acknowledge receipt of this amendment in their bid submission or the bid may not receive consideration.

The amendment clarifies that the product must originate from the United States, and product substitutes are permitted if specification sheets are provided with bid submission. This represents TDCJ's first purchase of this product, meaning no historical pricing data is available. The frozen product specifications require 1,350 cases per truckload, and bidders must confirm their understanding that the 30 total loads constitute a one-time order with split deliveries across the three warehouse locations during the May-June 2026 timeframe. Bidders are required to provide specification sheets for any alternate items proposed and must include delivery capability in their pricing considerations, as the state has indicated that delivery may be a factor in award determination.

Question

Answer

1 Please provide spec sheet Please see the revised solicitation.

If bidding an alternate item, please note the item description on the bid form and provide a specification sheet with your bid.

2 Can you please provide the estimated delivery schedules for all 3 IQF Diced Carrot bids? (IW249046, IW249053, IW249052)

IW249053

20,250 cases (30 lbs / case) 1,350 cases per truckload = 15 truckloads total to be delivered to Huntsville, Texas (Wynne).

7 truckloads to be delivered in May, 8 truckloads to be delivered in June.

3 Will the diced carrots be used as a stand-alone side, as an ingredient in mixed vegetables or soups, or a combination thereof?

Stand alone.

4 Were the IQF Diced Carrots left off the cafeteria bid #304T-26-300CF?

This is a one-time purchase.

5 Are these IQF Diced Carrots anticipated to ship over the next 12 months?

Delivery may be a factor in award.

TDCJ requests vendors provide the best available delivery time.

6 Can you please clarify how many loads of the IQF Diced Carrots are required per each of the 3 locations?

Wynne – 15 loads {IW249053} Palestine – 8 loads {IW249046} Snyder – 7 loads {IW249052}

7 When are these two Frozen Carrot opportunities expecting delivery? Maybe I missed it, but looking for a delivery schedule.

Is it 30 loads ASAP, over time, etc.

14 loads due in May (for all 3 locations combined) 16 loads due in June (for all 3 locations combined) See split delivery requirement in question & answer 2.

8 Will delivery on all 30loads be required at the same time?

See question & answer 2.

9 If not, what is the delivery timeline for the complete order?

See question & answer 2.

10 Are substitutes permitted if specs are met? Yes, with spec sheet provided with bid submission.

11 What was the last price paid TDCJ has not purchased this product before.

(936) 437-3885 www.tdcj.texas.gov

12 Would it be acceptable to submit a bid if the product origin is Egypt, as we manufacture these items in our facility there? Or is U.S.

origin strictly required for this solicitation?

No.

13 Is this a frozen product ? Yes.

14 And how many cases per truckload? Bid says 30 loads …and 9450 cs Snyder and …30 loads , 20,250 cases Huntsville. Is 30 loads 30 truckloads ?

1,350 cases per truckload, 30 truckloads total for all 3 locations combined.

15 I just wanted to confirm that by "30 loads" you mean 30 separate deliveries for the case amount in each IW249052, IW249046, IW249053? Meaning, this would be a multi-month contract. Is this correct? I see the cases already on the IFB is multiple loads per location, so is that included in the 30 loads or is this 30 deliveries of the requested amount?

This is a one-time order for 30 loads delivered across three warehouses for May and June deliveries.
