About this file
This is a Security Attachment document outlining compliance requirements for contractors making deliveries to the Texas Department of Criminal Justice (TDCJ). All contractor staff and delivery service personnel accessing TDCJ correctional facilities, units, warehouses, or other TDCJ-owned, leased, or contracted premises must adhere to mandatory security procedures. Delivery staff must be escorted by security personnel throughout their time in correctional facilities and areas where inmates are assigned, must follow all directions from security staff, and are prohibited from interacting with inmates. All delivery personnel must be informed of TDCJ Personnel Directive PD-29 regarding sexual misconduct with inmates prior to making any deliveries.
The security requirements further stipulate that all delivery staff and vehicles are subject to search and inspection on TDCJ property, with vehicles locked and secured when not in use and keys maintained in the driver's direct possession at all times. Contractors must ensure delivery staff do not introduce contraband including firearms, weapons, tobacco, alcohol, controlled substances, pagers, or cell phones onto any facility, with a cash limit of thirty-five dollars permitted per delivery employee. Additional restrictions include requirements for appropriate business attire, prohibitions on ex-inmates accessing facility perimeters without warden approval, and absolute prohibitions on minors and pets on TDCJ property or in delivery vehicles. The unit warden or facility administrator maintains ultimate authority to interpret and enforce these rules and may immediately remove or refuse entry to any individual violating the stated restrictions.
