About this file

This is a Bid Amendment (Amendment No. 1) issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department in response to bidder questions regarding solicitation IW249052. The amendment addresses questions and provides clarifications related to a procurement for IQF (Individually Quick Frozen) Diced Carrots, a frozen product to be delivered across three locations: Snyder, Palestine, and Wynne, Texas. The total procurement consists of 30 truckloads containing 9,450 cases (30 pounds per case) at 1,350 cases per truckload for the Snyder location. Delivery is scheduled across May and June 2026, with 14 loads due in May and 16 loads due in June for all three locations combined. Snyder specifically requires 7 truckloads, Palestine requires 8 truckloads, and Wynne requires 15 truckloads. The bid opening date and time is May 8, 2026 at 3:00 PM. This is characterized as a one-time purchase, not an ongoing multi-month contract. Bidders must acknowledge receipt of this amendment in their bid submission, or the bid may not receive consideration.

The amendment clarifies that the diced carrots will be used as a stand-alone side dish and that product substitutes are permitted if specification sheets are provided with the bid submission. U.S. origin is strictly required; products of Egyptian origin are not acceptable. The TDCJ has not previously purchased this product, so no historical pricing data is available. Each truckload contains 1,350 cases, and delivery timelines may be a factor in award determination. Bidders are instructed to provide the best available delivery time. The contract specialist responsible for this solicitation is Leslie Bowers, and all inquiries must be submitted in writing rather than through direct contact with procurement personnel.

Question

Answer

1 Please provide spec sheet Please see the revised solicitation.

If bidding an alternate item, please note the item description on the bid form and provide a specification sheet with your bid.

2 Can you please provide the estimated delivery schedules for all 3 IQF Diced Carrot bids? (IW249046, IW249053, IW249052)

IW249052

9,450 cases (30 lbs / case) 1,350 cases per truckload = 7 truckloads total to be delivered to Snyder, Texas.

3 truckloads to be delivered in May, 4 truckloads to be delivered in June.

3 Will the diced carrots be used as a stand-alone side, as an ingredient in mixed vegetables or soups, or a combination thereof?

Stand alone.

4 Were the IQF Diced Carrots left off the cafeteria bid #304T-26-300CF?

This is a one-time purchase.

5 Are these IQF Diced Carrots anticipated to ship over the next 12 months?

Delivery may be a factor in award.

TDCJ requests vendors provide the best available delivery time.

6 Can you please clarify how many loads of the IQF Diced Carrots are required per each of the 3 locations?

Wynne – 15 loads {IW249053} Palestine – 8 loads {IW249046} Snyder – 7 loads {IW249052}

7 When are these two Frozen Carrot opportunities expecting delivery? Maybe I missed it, but looking for a delivery schedule.

Is it 30 loads ASAP, over time, etc.

14 loads due in May (for all 3 locations combined) 16 loads due in June (for all 3 locations combined) See split delivery requirement in question & answer 2.

8 Will delivery on all 30loads be required at the same time?

See question & answer 2.

9 If not, what is the delivery timeline for the complete order?

See question & answer 2.

10 Are substitutes permitted if specs are met? Yes, with spec sheet provided with bid submission.

11 What was the last price paid TDCJ has not purchased this product before.

(936) 437-3885 www.tdcj.texas.gov

12 Would it be acceptable to submit a bid if the product origin is Egypt, as we manufacture these items in our facility there? Or is U.S.

origin strictly required for this solicitation?

No.

13 Is this a frozen product ? Yes.

14 And how many cases per truckload? Bid says 30 loads …and 9450 cs Snyder and …30 loads , 20,250 cases Huntsville. Is 30 loads 30 truckloads ?

1,350 cases per truckload, 30 truckloads total for all 3 locations combined.

15 I just wanted to confirm that by "30 loads" you mean 30 separate deliveries for the case amount in each IW249052, IW249046, IW249053? Meaning, this would be a multi-month contract. Is this correct? I see the cases already on the IFB is multiple loads per location, so is that included in the 30 loads or is this 30 deliveries of the requested amount?

This is a one-time order for 30 loads delivered across three warehouses for May and June deliveries.
