About this file

This is a Security Attachment document for the Texas Department of Criminal Justice (TDCJ) that establishes mandatory security procedures and compliance requirements for all contractors and delivery personnel accessing TDCJ correctional facilities, warehouses, and other owned, leased, or contracted premises. The document outlines comprehensive security protocols that all contractor staff and contracted delivery services must follow when making deliveries to TDCJ units, including requirements for security escorts, adherence to Personnel Directive PD-29 regarding sexual misconduct with inmates, vehicle and personnel search procedures, and restrictions on contraband items such as firearms, weapons, tobacco, alcohol, controlled substances, pagers, and cell phones. Additional requirements include maintaining appropriate business attire, limiting cash to a maximum of thirty-five dollars, securing vehicles with keys in direct possession, and prohibiting minors and pets from TDCJ property.

The document specifies that ex-inmates generally cannot access the fenced perimeter of a facility unless approved by the unit warden, who retains discretionary authority to deny entry if the individual poses a safety risk, threatens orderly operations, or creates logistical burdens for staff. Delivery staff must not interact with inmates and are required to follow all directions from TDCJ security personnel. The TDCJ reserves the right to immediately remove or refuse entry to any individual who violates these restrictions, with final interpretive authority resting with the unit warden or facility administrator.
